Attached to this briefing sheet is an eight page report which reports all of the department's activities and crime statistics for 2010. In 2010, with more officers available on the street, more traffic stops were made. As a result of that attention to traffic enforcement, we are pleased to report that that the number of accidents with injuries, injured persons and fatalities all decreased from 2009 levels. The total calls for service which are initially listed as a motor vehicle accident may change when the officer arrives on scene. 2009 2010 . TOTAL CALLS FOR SERVICE -ACQDENTS 1673 1666 . PARKING LOT ACQDENTS 289 285 (Jutreach - Crime Prevention We believe the department can be more effective by enlisting the help and support of the communiry. We also believe open communications taking place between members of the department and the community will build a rapport in which trust from our citizens will result in more information being provided regarding criminal activities. The department supports several pages on the city of Paris website with information regarding the workings of the department and who to contact when citizens have issues. We currently provide calls for service for police, fire and EMS through the department's computer aided dispatch software to the city website to show current status of calls. This information has a time delay and calls regarding abuse of children or sexual assault are not displayed. We recently removed the location of calls on this page due to security concerns. 2 121 We provide historical information on calls for service with CrimeReports.com. Anyone can log in and see calls for service, crime patterns, and traffic concerns. This website also allows for citizens to sign up for e-mail notifications when crimes take place in close proximity to their home or business. The department's Crime Prevention officer, Matt Birch provides leadership with the local Lamar County CrimeStoppers organization by acting as the coordinator for this group. The Lamar County CrimeStoppers continually receives state recognition as one of the best in the state. Crime Prevention activities for 2010 included: ➢ 26 CrimeStoppers Meetings ➢ 11 Crime Prevention and Crime Awareness Meetings ➢ 6 Home Security Inspections ➢ 2 Neighborhood Watch Meetings The department began the Citizens Police Academy in 2009. We conducted 2 academies in 2010 with 43 participants. From these academies, the alumni began the Paris Citizens Police Academy Alumni Association which fostered a program called Citizens On Patrol. This program allows members to provide volunteer service to the department by assistance on traffic control at parades and public events, additional patrol and streetlight patrols. These volunteers provided over 600 hours of volunteer work for 2010. The department is also tasked with providing the Emergency Management Plan for the city. Emergency Management Coordinator Assistant Chief Tuttle submitted a revision of the EMP which earned the designation as `advanced' from the Texas Department of Emergency Management this year. The Emergency Operations Center is located presently in the basement of City Hall and has been activated many times for monitoring severe weather that threatens Paris and the surrounding area. The department also acts as the warning point for the city of Paris Emergency Management Plan. The department administered and used two services in 2010 for providing information and warning to our local residents. CodeRED, a reverse 9-1-1 telephone message delivery service and NIXLE, a text and e-mail based message service were used exclusively. Due to costs, this program has been consolidated in a new warning system called Paris Alerts! 3 122 Crime Statistics The Department reports crime statistics to the Texas Department of Public Safety who reports to the Federal Bureau of Investigation. The manner in which these statistics are reported is through a program referred to as the Uniform Crime Report, Type 1 offenses. The UCR tracks the 'top' 7 categories of crime. Arrests Our custodial arrests increased in 2010. Officers made a total of 2,678 adult arrests in 2010, up from 2,519 arrests in 2009. Unfortunately, these arrests also included an increase in juvenile arrests which totaled 134, 16 more than the 118 juveniles arrested in 2009. Calls for Service The department manages the Public Safety Answering Point for Paris and Lamar County. Anytime a person in this county dials 9-1-1, a Paris Police dispatcher answers that call. Depending on the situation, our dispatchers will dispatch police, fire and EMS for the city, EMS and initial dispatch of 1St Responders and Volunteer Fire Departments for Lamar County. After the initial dispatch, these calls are handed over to the Lamar County SherifFs Office for the remainder of the call. The only 9-1-1 call we do not dispatch is a need for law 4 123 In 2010, a substantial drop in thefts and other decreases in robbery and rape provided a total 5.33% decrease in the overall crime rate for the city. enforcement only outside the city limits, those calls are transferred to the Lamar County Sheriff s Office. 9-1-1 Calls Answered by Emergency Dispatchers- 24,080 Z7,UUy Although emergency calls on 9-1-1 are a priority, our communications personnel also handle all telephone administrative calls. These calls can range from questions about the weather to what time does an event take place. We also receive emergency situations by administrative lines. Our telephone switch software does not allow for historical statistics as far as calls handled. The only statistic we can check is call handling for the last seven days. This average of 328 calls a day handled by our dispatchers provided by this report is only an average. We certainly have times when more calls are coming in than can be answered on the first ring by our on-duty personnel. The department partnered several years ago with the Lamar County Humane Association for assistance in the shelter and enhancement of placement of unwanted pets. Animals Euthanized 3,009 2,926 Summary 2010 was a busy year for the department as evidenced by the statistics of work performed. The interesting concept of law enforcement statistics is the inabiliry to know what we were able to prevent. It will never be known what person was deterred from committing a crime by the sight of a patrol car moving through a neighborhood, the reports of arrests being made for drug use and sales or the steadfast continuing investigation of reported crimes. 8 127 I personally believe the more preventative patrol we are allowed to accomplish, the more in progress crimes will be discovered and more crimes will be prevented. The continued support of the City Administratian and City Council of our activities are appreciated and needed to help us make Paris a safe and prosperous community.
