POLICY ISSUE(S): Financial administration. The City purchased property located at 165 W. Center Street for a replacement warehouse building. This is an ideal location because the property backs up to the existing Public Works property. The current warehouse building is a WWII era building acquired from Camp Maxey many years ago and is in very poor condition. Acquisition of the Center Street building cost $121,928.99. Three bids were received July 28t" for the renovation and alteration. The low bid was given by Bob Johns Construction, LLC in the amount of $195,266 plus $3,800 for alternate number one. This low bid exceeds the budgeted amount by $65,829. I recommend acceptance of the low bid with the extra funds being transferred from line item 11-1002-81-99 originally budgeted for the radio read meter project which will not be done this fiscal year. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS; AWARDING A CONTRACT FOR THE RENOVATION AND ALTERATION OF THE CITY OF PARIS CENTRAL WAREHOUSE FACILITY TO BOB JOHNS CONSTRUCTION, LLC, THE LOWEST RESPONSIBLE BIDDER; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. WHEREAS, The City Council of the City of Paris did heretofore advertise for bids for furnishing plant, labor, materials, and equipment, and for performing all work required for the renovation and alteration of the City's Central Warehouse Facility, which bids were received until 3:00 P.M., Tuesday, July 28, 2011; and, WHEREAS, the lowest responsible bid providing the best value to the City was received from Bob Johns Construction, LLC in the amount of $195,266.00 plus $3,800.00 for alternate number one, a copy of which is attached hereto as Exhibit "A"; and, WHEREAS, the contract should be awarded to Bob Johns Construction, LLC in accordance with the Advertisement for Bids, drawings and specifications for the renovation and alteration of the City's Central Warehouse Facility located at 165 W. That the bid from Bob John's Construction in the amount of One Hundred Ninety-Five Thousand Two Hundred Sixty Six Dollar ($195,266.00) for renovation and alteration of the City of Paris Central Warehouse Facility, 165 W. Center St., Paris, Texas is hereby accepted as the lowest responsible bid which provides the best value to the City subject to the City and Bob John's Construction entering into a contract for the Project and Contractor providing required Performance and Payment Bonds and insurance coverage for the Project. That the City Manager of the City of Paris, be, and he is hereby authorized and directed to execute on behalf of the City of Paris a Construction Agreement with Bob John's Construction in a form acceptable to the City Attorney.
