POLICY ISSUE(S):
School Zone - 2200 S. Collegiate Drive
BACKGROUND:
Recommendation was made to Traffic Commission to place a school zone to regulate speed on S.
Collegiate, west of new Paris High School, prior to the start of school and after school is dismissed when
S. Collegiate construction is finished. TXDOT has installed a school zone on Jefferson Road (FM 1507)
north of new Paris High School. TXDOT has also installed a school zone on SE Loop south of new Paris
High School.
On 03-02-2010 the Traffic Commission considered the request for placing a school zone to regulate
speed on S. Collegiate Drive west of the new Paris High School. The Traffic Commission recommended
a school zone to regulate speed, prior to the start of school and after school is dismissed, be placed on S.
Collegiate Drive west of the new Paris High School.
Note: The minutes in which this action was approved also contained a recommendation for a signal light
at 33`d & Lamar Avenue along with a recommendation for a No Parking Zone in front of Christians in
Action. Council has previously approved these two items.

ORDINANCE NO.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS,
ESTABLISHING A SCHOOL ZONE SPEED LIMIT OF THIRTY (30) MILES
PER HOUR FOR THE 2200 BLOCK OF SOUTH COLLEGIATE DRIVE FROM
THE SOUTH BOUNDARY LINE OF JEFFERSON ROAD SOUTH TO THE
NORTH BOUNDARY LINE OF LOOP 286 SE; MAKING OTHER FINDINGS
AND PROVISIONS RELATED TO THE SUBJECT; PROVIDING A REPEALER
CLAUSE, A SEVERABILITY CLAUSE, A SAVINGS CLAUSE, A PENALTY
CLAUSE; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City of Paris Traffic Commission is charged with the responsibility to
study and evaluate reasonable rates of speed on City streets and roadways; and,
WHEREAS, the Traffic Commission, at its regular meeting of March 2, 2010,
considered and evaluated a request to establish a school zone speed limit of thirty (30)
miles per hour for the 2200 block of South Collegiate Drive from the south boundary line of
Jefferson Road south to the north boundary line of Loop 286 SE; and,
WHEREAS, having done so found and determined that the establishment of a school
zone in this area is necessary to protect the health and safety and is in the best interests of
the citizens of the City of Paris and have so recommended the speed adjustment to the City
Council of the City of Paris;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
PARIS, TEXAS:
Section 1. That the findings set out in the preamble to this ordinance are hereby in
all things approved.
Section 2. That no person shall drive a vehicle upon public road, street and highway
in the City of Paris, Texas, at a speed greater than is reasonable and prudent under the
conditions and circumstances then existing. Except when a special hazard exists that
requires lower speeds for compliance with the above requirement, the limits hereinafter
set out below shall be lawful and any speed in excess of the limits as hereinafter set out for
the streets and highways and portions thereof to which they apply shall be prima facie
evidence that the speed is not reasonable or prudent.
Section 3. That a school zone is hereby established as follows:
In the 2200 block of South Collegiate Drive from the south boundary line of
Jefferson Road south to the north boundary line of Loop 286 SE, a school zone speed
limit of thirty (30) miles per hour from 45 minutes before school opens until classes
begin; and for a 30 minute period following the end of the school day.

Section 4. The Director of Public Works is hereby authorized to post appropriate
signs indicating the school zone speed limit for this roadway.
Section 5. That all provisions of the ordinances of the City of Paris, Texas in conflict
with the provisions of this ordinance are hereby repealed, and all other provisions of the
ordinances of the City of Paris not in conflict with the provisions of this ordinance shall
remain in full force and effect.
Section 6. That the repeal of any ordinance or part of ordinances affected by the
enactment of this ordinance shall not be construed as abandoning any action now pending
under or by virtue of such ordinance or as discontinuing, abating, modifying, or altering any
penalty accruing or to accrue, or as affecting any rights of the municipality under any
section or provisions of any ordinance at the time of passage of this ordinance.
Section 7. That it is the intention of the City Council of the City of Paris that this
ordinance, and every provision hereof, shall be considered severable, and the invalidity or
partial invalidity of any section, clause, or provisions of this ordinance shall not affect the
validity of any other portion of this ordinance.
Section B. That any person violating any of the provisions of this ordinance shall be
guilty of a Misdemeanor, and, upon conviction, shall be fined in accordance with the
provisions of Section 1-6 of the City of Paris Code of Ordinances, and each and every day's
continuance of any violation of the above-enumerated sections shall constitute and be
deemed a separate offense.
Section 9. That by supermajority vote of ayes and _ nays, the City Council
voted to suspend the rule requiring two readings before adoption of this ordinance.
Section 10. That this ordinance shall become effective from and after its passage of
the second reading and publication as required by law.
