Director of <br />Development Engineering, Planning & 20, <br />RECOMMENDED MOTION: <br />Deliberate on presentation from Stan McKee regarding Oncor's Underground Cost Recovery Factor <br />rr rru M <br />POLICY ISSUE(S): <br />Franchise Utilities <br />BACKGROUND: <br />The City of Paris has been exploring the option of placing the current overhead utilities underground in <br />conjunction with the next sidewalk replacement project along Clarksville Street. ONCOR and <br />Suddenlink have facilities in the two block area just east of the plaza. <br />ONCOR Electric Delivery's estimate for a turnkey job is $51,734.00; the price does not include the <br />price to repair the sidewalk in order to create an area for the contractor to bore the underground lines. It <br />also does not include an estimate to acquire the services of an electrician to change the electric services <br />from being served from an overhead line to an underground line. The services must meet code and <br />several of the meter bases do not currently meet code if we alter them. <br />The second price from ONCOR was $22,693.00 if the City did the "civil work." This would mean that <br />ONCOR would supply the City with the PVC pipe and precast pads for transformers and secondary <br />handholes (boxes in the sidewalk). ONCOR would come in after the underground pipe was installed <br />and pull the electric lines through the PVC lines. <br />The remainder of the costs are as follows: <br />Fee for Hayter Engineering to prepare the underground options $3,800.00 <br />Price from Suddenlink to pull new cable in PVC lines installed as part of the City's Sidewalk contractor <br />$1,262.30 <br />Estimated cost to provide all of the underground facilities for Suddenlink $22,065.00 <br />Estimated fee to provide all of the underground facilities for ONCOR if we selected not to do the turn <br />key job $19,030.00 <br />Estimated fee to transfer electric services from weather heads to underground lines and bring the meter <br />bases up to code $8,800.00 <br />Total cost if ONCOR did the turn key job would be approximately $90,000.00 <br />The Total cost if the City of Paris does the civil work for ONCOR would be approximately <br />$78,000.00 <br />The grant for the sidewalk replacement did not include money for placing utilities underground.
