Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, August 22, 2011. The meeting will be held at the City Council
Chamber, 107 E. Kaufman Street, in Paris, Texas. The matters to be discussed and acted
upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two minutes. The
Texas Open Meetings Act prohibits the Council from responding to any comments other than to refer the
matter to a future agenda, to an existing policy, or to a staff person with specific factual information.
Claims against the City, Council Members, or employees, as well as individual personnel appeals are not
appropriate for citizens' forum.)
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may reGuest any item to be removed
from the Consent Agenda and considered as a separate item.
5. Deliberate and act on the approval of minutes from the meeting on July 29, 2011; August
5, 2011; August 8, 2011; August 9, 2011; and August 10, 2011.
6. Receive and deliberate on reports and/or minutes from the following boards,
commissions, and committees:
a. Historic Preservation Commission (7-13-2011; 7-25-2011; & 8-1-2011)
b. Paris Economic Development Corporation (6-28-2011)
c. Main Street (5-17-2011; 6-21-2011; and 7-19-2011)
7. Deliberate on July monthly financial report.
8. Deliberate on drainage ditch maintenance report.
Regular Agenda
9. Public hearing, first reading, deliberate and possibly act on an Ordinance amending the
City's Future Land Use Map for the following property located in the City of Paris,
Lamar County, Texas: Lot 1, Block A, Cooper Propane 341 Addition, located at 3015
South Church Street, from General Retail to Light Industrial.
10. Public hearing, first reading, deliberate and possibly act on an Ordinance considering the
request for a change in zoning from an Agricultural District (A) to a Light Industrial
District (LI), on Lot 1, Block A, Cooper Propane 341 Addition, located at 3015 South
Church Street.
11. Public hearing, first reading, deliberate and possibly act on an Ordinance amending the
City's Future Land Use Map for the following property located in the City of Paris,
Lamar County, Texas: Lot 6, City Block 63, located at 636 Tudor Street, from Low
Density Residential to General Retail.
12. Public hearing, first reading, deliberate and possibly act on an Ordinance considering the
request for a change in zoning from a Neighborhood Service District (NS) to a General
Retail District (GR), on Lot 6, City Block 63, located at 636 Tudor Street.
13. Public hearing, first reading, deliberate and possibly act on an Ordinance authorizing the
City of Paris to participate in the Texas Enterprise Zone Program under the Texas
Enterprise Zone Act, Chapter 2303, Texas Government Code; providing Tax Incentives;
Nominating Paris Regional Medical Center's North Campus to the Office of the
Governor Economic Development and Tourism through the Economic Development
Bank for designation as a Qualified Business and Enterprise Project under the Act; and
designating a liaison.
14. Public hearing, deliberate and possibly act on a Resolution adopting an Findings of Fact
and an Order calling for the Redistricting of Political Boundaries and City Council
Districts within the City of Paris in accordance with the 2010 Census Data issued by the
United States Census Bureau and State and Federal Law and Section 8 of the City
Charter; and authorizing the Mayor to said Order and the City Clerk to attest to same.
Notice is hereby given that the City Council for the City of Paris, Texas will convene in
special session on the 22"d day of August 2011 at 5:30 p.m. to receive public comment on
redistricting of City Council districts. Following the public hearing, the City Council will
take up for consideration and possible action one or more alternative plans for the
redistricting of City Council districts. The City Council reserves the right to take any and
all appropriate action regarding the redistricting of the City of Paris's political
boundaries, including the acceptance of new boundaries for the City Council districts,
modification of any boundaries, and/or tabling the pending proposals for later
consideration and/or action.
The Public is invited to attend and participate in this meeting. Those wishing to address
the City Council should sign a speakers request form provided for this purpose. Each
speaker will be asked to come before the Council, to identify themselves, their address,
and the City Council district they reside within. Comments should be reasonably concise
and to the point. Questions will be answered but the Council will not permit argument or
excessive discussion of any particular topic. The hearing will be conducted under rules
of judicial decorum. A tape recording of the hearing will be made of this hearing. Your
comments will be transcribed and included with the submission of the proposed changes
to existing City Council districts to the United States Department of Justice.
Por medio de la presente se da aviso de que el Concilio de la Ciudad de Paris, Texas se
reunira en sesion especial el dia 22 de augusto de 2011 a las 5:30 p.m. para recibir
comentarios del publico sobre la nueva delimitacion de distritos del Concilio de la
Ciudad. Seguido de la audiencia publica, el Concilio de la Ciudad pondra a
consideracion y posible accion uno o mas planes alternativos para la nueva delimitacion
distritos del Concilio de la Ciudad. El Concilio de la Ciudad se reserva el derecho de
tomar toda y cualquier accion apropiada con respecto a la nueva delimitacion de la de la
division politica de la Ciudad de Paris, incluyendo la aceptacion de nuevos limites para
los distritos del Concilio de la Ciudad, la modificacion de cualquier limite, y/o posponer
las propuestas pendientes para su posterior consideracion y/o accion.

15. Deliberate and possibly act on a Resolution adopting Criteria for Redistricting of Political
Boundaries within the City of Paris in accordance with 2010 Census Data issued by the
United States Census Bureau and State and Federal Law and Section 8 of the City
Charter; authorizing the Mayor to execute said Order and the City Clerk to attest to same.
16. First reading, deliberate and possibly act on an Ordinance adopting a budget for the
ensuing fiscal period beginning October 1, 2011, and ending September 30, 2012.
17. First reading, deliberate and possibly act on an Ordinance fixing the tax rate and the tax
levy and levying ad valorem taxes for the City of Paris for the year 2011 upon all taxable
property within the City of Paris in conformity with the Charter provisions and
Ordinances of the City.
18. Deliberate and accept the proposal from McClanahan and Holmes, L.L.P. to perform an
independent outside audit on the City's financial records for the periods ending
September 30, 2011, September 30, 2012, and September 30, 2013; and authorizing the
City Manager to negotiate and execute all necessary documents.
19. Report from Public Works Director Ron Sullivan.
20. Deliberate on presentation from Stan McKee regarding Oncor's Underground Cost
Recovery Factor (UCRF).
21. Deliberate and act on a Resolution authorizing the re-sale of tax foreclosure property.
22. Deliberate and act on a Resolution appointing Thomas E. Hunt, III as Municipal Court
Judge and Stephanie Harris as Associate Municipal Court Judge for the City of Paris.
23. Deliberate and act on a Resolution accepting the bid and awarding a contract in the
amount of $71,777.00 for the first phase of Hazardous Materials Remediation of the
Grand Theater to 911 Restoration; and authorizing the City Manager to negotiate and
execute all documents.
24. Deliberate and act on a Resolution approving an Agreement with Hayter Engineering for
professional engineering services to study the feasibility of upgrading the raw water
pump station at Pat Mayse Lake; and authorizing the City Manager to negotiate and
execute all necessary documents.
25. Deliberate and act on a Resolution approving a long term Water Supply Agreement
between the City of Paris and Daisy Farms; and authorizing the City Manager to
negotiate and execute all necessary documents.
26. Convene into Executive Session pursuant to Section 551.074 of the Texas Government
Code, to discuss and deliberate the appointment of a public officer to fill the vacancy in
City Council District 2 until the next regular election in May 2012.
27. Reconvene into open session to deliberate and possibly act on matters discussed in
Executive Session.
28. Deliberate and act on a Resolution appointing a qualified person to fill the vacancy in
City Council District 2 and to serve as City Council Member for District 2 until the next
regular election in May 2012.
29. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004-081.
30. Adjournment.
