AN ORDINANCE OF THE CITY OF PARIS, PARIS, TEXAS, PROVIDING FOR
THE EXTENSION OF CERTAIN BOUNDARY LIMITS OF THE CITY OF PARIS, PARIS,
TEXAS, AND THE ANNEXATION OF CERTAIN TERRITORY CONSISTING OF
APPROXIMATELY 150 ACRES, MORE OR LESS; GRANTING TO SAID TERRITORY
AND TO ALL FUTURE INHABITANTS OF SAID PROPERTY ALL OF THE RIGHTS
AND PRIVILEGES OF OTHER CITIZENS AND BINDING SAID FUTURE
INHABITANTS BY ALL OF THE ACTS AND ORDINANCES OF THE CITY OF PARIS;
AND PROVIDING ZONING FOR SAID TERRITORY.
WHEREAS, a petition of annexation has been duly signed and acknowledged by each and
every person or corporation having an interest in the following described territory, to-wit:

Situated about 10 miles North from the City of Paris, County of Lamar, and
State of Texas, being a part of the S.M. Fulton Survey, being a part of a 40 acre
tract of land conveyed T. R. Nelson by Lester Mullins, et ux, by deed dated
December 28, 1940, and recorded in Volume 258, Page 476, Deed Records, Lamar
County, Texas, and being more particularly described as follows:
BEGINNING at an iron pipe for corner in the West Boundary Line of said
40 acre tract of land and at the Northwest corner of a 15 acre tract of land
conveyed Powderly Common School District No. 83 by deed recorded in Volume
259, Page 279, Deed Records, Lamar County, Texas, said point also being in the
East Boundary Line of Old U.S. Highway No. 271;

said Highway a distance of 270.5 feet to an iron stake for corner in the South

property described in deed from Homer C. Ellis to Powderly-Reno Consolidated
Independent School District a distance of 615 feet a stake at the Southwest corner
of said tract of land, also being the Southeast corner of a tract of land owned by

WHEREAS, said petition was presented to the City Council on the 18th day of February,
1999; and,
WHEREAS, after hearing such petition and the arguments for and against the same, the
City Council has voted to grant such petition and to annex said territory to the City of Paris, Paris,
Texas; and,
WHEREAS, the above-described properry should be properly zoned as of the date of
annexation; NOW, THEREFORE, ,

be, and the same is hereby, annexed to the City of Paris, Paris, Texas, and that boundary limits
of the City of Paris, Paris, Texas, be, and the same are hereby, extended to include the above-
described territory, and the same shall hereafter be included within the territorial limits of the City
of Paris, and that said land and the future inhabitants thereof shall hereafter be entitled to all of
the rights and privileges of other citizens of the City of Paris, Paris, Texas, and shall be bound
by the acts and ordinances of the City of Paris.
Section 2. The above-described territory is hereby zoned Public Lands and Institution
District (PLI) upon annexation as provided for in Zoning Ordinance No. 1710 of the City of Paris,
Paris, Texas.
Section 3. It is hereby declared to be the intention of the City Council of the City of Paris
that the sections, paragraphs, sentences, clauses, and phrases of this ordinance are severable, and
if any phrase, clause, sentence, paragraph, or section of this ordinance shall be declared
unconstitutional or invalid by the valid judgment or decree of any court of competent jurisdiction,
such unconstitutionality or invalidity shall not affect any of the remaining phrases, clauses,
sentences, paragraphs and sections of this ordinance, since the same would have been enacted by
the City Council without the incorporation in this ordinance of any unconstitutional or invalid
phrases, clauses, sentences, paragraphs or sections. It is further hereby declared to be the
intention of the City Council of the City of Paris to exclude any area or areas described in the
description of the property to be annexed which are not within said City's jurisdiction to annex,
and that such area or areas should be carved out of the description by the valid judgment or decree
of any court of competent jurisdiction, in order that such area or areas would not cause this
annexation ordinance to be found to be invalid, voidable, or void.
Section 4. That the City Clerk of the City of Paris be, and she is hereby, directed to file
with the County Clerk of Lamar County a certified copy of this Ordinance.
Section 5. That this Ordinance shall become effective upon passage.
