A RESOLUTION OF THE CITY OF PARIS, PARIS, TEXAS, APPROVING APPLICATION FOR A TEXAS PARKS AND WILDLIFE DEPARTMENT, TEXAS RECREATION AND PARKS ACCOUNT PROGRAM (TRPA), 50% GRANT IN FLTRTHERANCE OF THE CREATION OF A DOWNTOWN (BROWN BAG) PARK; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. WHEREAS, the City Council of the City of Paris, Texas, has received a proposal from a local property owner to donate certain property located in downtown Paris for purpose of creation of a Downtown Park; and WHEREAS, the Texas Parks and Wildlife Department, by and through its Texas Parks and Recreation Account Program, an outdoor recreation grant, provides 50 % percent of the funding in furtherance of the creation of parks; and WHEREAS, the City Council of the City of Paris, is desirous of filing a grant application for the purposes of receiving funding from the aforesaid grant program in furtherance of a Downtown (Brown Bag) Park, at a total cost of $ , with $ to be provided by a grant and $to be provided by the City of Paris in the form of funds and in kind services; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COLTNCIL OF THE CITY OF PARIS, PARIS, TEXAS: Section 1. That the findings set out in the preamble of this resolution are hereby in all things approved. Section 2. That an application be made to the Texas Parks and Wildlife Department, for a Texas Recreation and Parks Account Program (TRPA) outdoor recreation grant in the amount of $ , being approximately 50% of the estimated cost of the proposed Downtown (Brown Bag) Park, with the City of Paris providing $ in funds and in kind services. Section 3. That the City Manager of the City of Paris, be, and he is hereby appointed as the authorized official of said project and is authorized and directed to execute on behalf of the City of Paris the application for said grant in the form attached hereto as Exhibit A. Section 4. That the Community Development Director, be, and she is hereby appointed as Project Director and is authorized to execute and deliver on behalf of the City of Paris all reports, communications, assurances, and documents necessary for the completion of said project. Section 5. That W. E. Anderson, Director of Finance, be, and he is hereby authorized and directed to serve as the Financial Officer for said project and to receive and distribute funds for purposes of the development of the proposed Downtown Park. Section 6. That this resolution shall be effective from and after the date of passage. PASSED AND APPROVED this 12th day of July, 2004.
