A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, PARIS, TEXAS, APPROVING AND RATIFYING THE EXECUTION OF AN APPLICATION FOR A GANG RESISTANCE EDUCATION AND TRAIIVING (G.R.E.A.T.) PROGRAM GRANT; AUTHORIZING THE EXPENDITLTRE OF FLTNDS; ACCEPTING SAID GRANT AWARD UPON NOTICE THEREOF; AUTHORIZING THE EXECUTION OF ANY AND ALL DOCUMENTS NECESSARY FOR ACCEPTANCE AND IMPLEMENTATION OF SAID GRANT UPON NOTICE THEREOF; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. WHEREAS, the Department of the Treasury, Bureau of Alcohol, Tobacco, and Firearms provides funding for Gang Resistance Education and Training (G. R. E. A. T. ) grants; and, WHEREAS, the City Council of the City of Paris is desirous of processing a grant application for gang resistance education and training, at a total cost of $41,040, with $41,040 to be provided by grant with no matching funds to be provided by the City of Paris; and, WHEREAS, the City Council desires to ratify the application and authorize the Mayor, City Manager, and appropriate City staff to accept and implement said grant (if same is received) without further action of City Council; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COLTNCIL OF THE CITY OF PARIS, PARIS, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved. Section 2. That an application made to the U.S. Department of the Treasury, Bureau of Alcohol, Tobacco, and Firearms for a Gang Resistance Education and Training (G. R. E. A. T. ) grant in the amount of $41,040.00, requiring no matching funds by the City of Paris, as the same is attached hereto as Exhibit A and incorporated herein for a11 purposes, be, and is hereby in a11 things ratified. Section 3. That the City Manager be, and he is hereby, appointed as the Authorized Official of said project and as such is authorized and directed to execute, on behalf of the City of Paris, any and a11 documents associated with the application for said grant, under the terms and conditions and in the form shown in Exhibit A, attached hereto. Section 4. That the Police Chief, be, and he is hereby, appointed as Project Director and is hereby authorized to execute and deliver, on behalf of the City of Paris, a11 reports, communications, assurances, and documents necessary for the completion of said project. Section 5. That the Director of Finance be, and he is hereby, authorized and directed to serve as the Financial Officer for said project and to receive and distribute funds for purposes of the G. R. E. A. T. Grant. Section 6. That the Mayor, City Manager, Police Chief, and the Finance Director be authorized and directed to execute, on behalf of the City of Paris, any and all documents necessary for acceptance and implementation of said grant upon notice of award thereof by the Department of the Treasury, Bureau of Alcohol, Tobacco, and Firearms, under the terms and conditions and in the forms approved by the City Attorney, and to proceed with use of said funds upon receipt thereof for the purposes stated herein and in accordance with the grant conditions. Indirect Costs TOTAL PROJECT COSTS $41,040 Federal Request $41,040 G.R.E.A.T. Grant Application Narrative The Paris Police Department implemented the GREAT program in 1996. Since that time we have added additional GREAT Officers. With the help of grant money supplied by federal funding, we have been able to expand our program dramatically. With this money, we have been able to include activities in our program such as the Summer Component, Parental Involvement, and even add a second school district. This would not have been possible without the GREAT grants that we have received. The Paris Police Department currently provides DARE officers to the local school districts for their school-based DARE programs. The DARE core curriculum is taught at the 5d' grade level, with the DARE Officers teaching shorter lessons to the lower grades. The Police Athletic League provides positive after school activities for the youth of our community. They provide a game room, karate classes, boxing classes, and a spring basketball league for boys and girls. The Police Athletic League also offers an opportunity for the students to do their homework on-site. A local teacher is on hand to give assistance if needed. GREAT Officers volunteer at the Police Athletic League as basketball coaches and members of the Boaxd of Directors. The Police Athletic League allows the GREAT program to use various equipment during the summer program. The Police Athletic League is open year round with expanded hours during the summer. We were not able to do our Summer Program this year because of the delay in the funding process. Our Summer Program in the past consisted of two sessions each lasting two weeks. The Summer Program is offered to 7th & 8th grade students. Short lessons reinforce the life skills taught in the core curriculum. Students also enjoy outings to amusement parks, baseball games, and other field trips. We are working with the local Junior College to present a program in the Summer Program to allow students to explore the career opportunities obtained through higher education. The Summer Program is staffed by GREAT and DARE Officers and provides for positive interaction between the officers and students. It is our intent to continue the program in the future. The Paris Police Department has been conducting a Parent program for the last five years. This is done along with our Summer Program. The GREAT Officers are available to provide parent programs to the local Parent-Teacher Organizations as well as other groups. The Paris Police Department has one GREAT Officer that is certified to facilitate the GREAT Family Component. Our GREAT Officers attend the GREAT National Conference annually and will continue to do so in order to maintain their proficiency in thL GREAT Program. The Paris Police Department will continue to be committed to the youth of our community and therefore to the GREAT Program.
