1. The Historic Preservation Commission Meeting was alled to order by
Chairman Arvin Starrett at 4:00 P.M.
A. The following members were present:

2. Approval ofminutes from previous meetings. Motion to a prove the minutes
of the May 12, 2004, and May 17, 2004, meetings was made y Barbara Wilson,
seconded by Sue Lancaster. Motion carried 7-0. ,
3. Discussion of and possible action on approving the follov~ing Certificates of
Appropriateness: II
A. Beverly Pendleton - approximately 24 W. P/aza (pr ;perty immediately
north of 28 W. Plaza [McKay's Music Co.]). Beverly endleton advised
the Commission that Paul Denney prepared a drawi g of the entryway,
and they have decided to build a new door as sho n on the alternate
drawing. Chairman Starrett advised Mrs. Pendleto that any painting
of masonry should match, as closely as possible, the surrounding
masonry. Mrs. Pendleton stated that she felt the clolor they selected
would help distinguish the building from others. Barbara Wilson stated

recommendations: (1) that the front of the equipmen

under the loggia as possible; (2) that the equipm

screening be placed to hide view of the equipme
t from the street.
Chairman Starrett asked Mr. Stone, if the Commissio
n were to table this
item, would he be able to get information about the

Karol Lyn Moore
provided the Commission with a copy of prop

whether such buildings or structures can be rehabilitated nd designated on
the National Register of Historic Places, as a record d Texas Historic

5. Discussion of status and possible action on the fo owing structures
considered by code inspectors to be in violation of Articl lll of Chapter 7 of

determined by the Historic Preservation Commission be buildings or
structures that can be rehabilitated and designated on th National Register
of Historic Places, as a recorded Texas Historic Landm rk, or as historic
property as designated by the City Council of the City of Paris:

A. 336 3rd Street S.W. Sue Lancaster advised the Co mission that she
has been working to see if the owner is willing to d nate the structure,
and she thinks she is coming around. ,
6. Discussion of and possible action on the following:
A. Declaring the property located at 714 Graham Stre~t (Baldwin House)
as a historic landmark and setting a public hearing n same. Motion to
declare this property as a historic landmark as made by Sue
Lancaster, seconded by Becki Norment. Motion car ied 8-0. The public
hearing on this will be held at the regular meet ng in June. The
Commission requested that the following structur s be added to the
next agenda to declare as landmarks: (1) Gibbon house, (2) Early
house, and (3) First Presbyterian Church on W. Ka fman Street.
B. Adopting revisions to Article Vll, Section 2 of the Ru es of Procedure of
the Paris Historic Preservation Commission of the C ty ofParis. Motion
to adopt the revisions as presented was made y Sue Lancaster,
seconded by Paul Denney. Motion carried 8-0.
C. Selecting sign designs for the Downtown Hist~ric District. The
Commission wants to add the following to wh t was previously
adopted (36" brown vinyl street sign with logo on o e end, a finial, and
a spacer bracket): frames around the signs with an dditional frame at
the top area and the name of the district. The Com ission requested
that staff determine the additional cost. No formal ction taken.
D. Establishing an annual Preservationist Award. hairman Starrett
advised the Commission that he wished to establish this award for
possible presentation at the annual Chamber ba quet in October.
Barbara Wilson recommended that the Commission name nominees at
a summer meeting and that someone contact the Chamber to make
sure it's okay to present this award at their ba quet. Motion to
establish a preservationist award was made b Barbara Wilson,
seconded by Claudia Hunt. Motion carried 8-0. Barbara Wilson
recommended that the Commission establish a"1 most endangered
properties list," and chairman Starrett appointed Ba bara Wilson, Becki
Norment, and Claudia Hunt to create the list. ,
E. Setting a specia/ joint public hearing on the Church Street Historic
District. A special joint meeting will be at 9:00 a.m. on Saturday, June
19 at the Holy Cross Episcopal Church with the City Council, Planning

and Zoning Commission, and the Building and Stan ards Commission.
The meeting will be for presentations only with no ormal action to be
taken. Preservation Dallas will be present and Te ry Townsend will
serve as moderator. Motion to set this meeting wa made by Barbara
Wilson, seconded by Sue Lancaster. Motion carrie 8-0.
F. Seeking proposa/s for preparation of design standards for the Church
Street Historic District. Motion to authorize Barbar Wilson to discuss
a possible proposal with Architexas was mad~ by Brian Wear,
seconded by Becki Norment. Motion carried 8-0.
G. Recommending adoption of provisions related to de
olition by neglect.

owners located in historic districts. Chairman Sta rett stated that he
preferred the Plano provisions, and Paul Denney s ated that he felt it
was essential that we have some incentives in pl ce. The Historic
Preservation Officer advised the Commission that !he would do some
research and get with Gary Vest to develop guidelin s and criteria that
must be in place prior to granting incentives. I' The Commission
requested that this be done as soon as possible so i' centives would be
in place prior to the potential adoption of the Chuch Street Historic
District. I
7. Receipt of report from the Historic Preservation Officer. T e HPO advised the
Commission that the City had been awarded a$5,700.00 LG grant and that
the proposal from ArchiTexas would need to be revised t correspond with
the new amount. 8. Request items from Board for future agendas. The Commission requested
that the following items be placed on a future agenda: (1) appointment of a
temporary recording secretary, (2) preparation of a long-range planning
meeting to identify a 3-5 year plan, (3) discussion of ways to save architectural
elements from houses scheduled for demolition, and (4) preparation of a
