1. The Historic Preservation Commission Meeting was callekl to order by Vice-
Chairman Barbara Wilson at 12:05 P.M. '
A. The following members were present:

C. Also present was Lisa Wright, Historic Preserv:tion OfFicer; and
Lindsey Harper, Main Street Director. '
2. Appointing a Temporary Secretary. Claudia Hunt requesteo that we postpone
this item until more Commission members were present.
3. Discussion of and possible action on approving the follov*ing Certificates of
Appropriateness:
A. Holy Cross Episcopal Church (by Suzy Harper) - 32~ S. Church Street.
Suzy Harper advised the Commission that Holy Cross wanted to build
a playground on the north side of the church. ' The playground
proposed was designed by a professional playground consultant. She
told the Commission they would have liked to have done the
playground in wood, but they just aren't done like that anymore.
Instead, it will be made of vinyl in a gray, putty, cement color with a
small amount of brown detail. There will also be blackboard material.
They will build a black wrought iron fence on three sides of the

playground. There will be no primary colors used. The top of the play
deck will either be left off or will have the same roofi tile as the church.
Motion to approve the Certificate of Appropriateness as presented was
made by Paul Denney, seconded byAnn Lancaster. Motion carried 5-0,
with Claudia Hunt abstaining. Barbara Wilson recommended to Mrs.
Harper that she get in touch with Steve Methven about the fence.
4. Discussion of and possib/e action on declaring the followving properties as
historic landmarks and setting a public hearing on same:
A. 623 6th Street S. E. (Gibbons House). Paul Denney stated that this was
the only second empire Victorian house that we've' had in Paris, or at
least the only one left. Ann Lancaster stated that the owner, Roddy
Dudley, was in favor of this designation. Barbara IRVilson advised the
Commission that the property could be eligible for Preservation Trust
Fund grants because they target endangered historic structures.
Motion to declare the property as a historic landmark was made by Ann
Lancaster, seconded by Claudia Hunt. Motion carried 6-0.
B. 1970 Clarksville Street (Early House). Motion to declare the property as
a historic landmark was made by Ann Lancaster, seconded by Claudia
Hunt. Motion carried 6-0.
C. 410 W. Kaufman Street (First Presbyterian ChurGh). The Historic
Preservation Officer asked the Commission if theywanted to designate
only the lot with the structure or all lots in the a~rea owned by the
church, and the Commission stated that they wanted to designate all
lots. Motion to declare the property as a historic landmark was made
by Brian Wear, seconded by Becki Norment. Motioln carried 6-0.
D. 357 W. Kaufman Street (Church of Christ Science). Motion to declare
the property as a historic landmark was made ' by Claudia Hunt,
seconded by Ann Lancaster. Motion carried 6-0.
The Commission advised the HPO that they wouild like to add the
following structures to the next agenda for designation: (1) Old County
Hospital, (2) Old Black Hospital, (3) Old Sanitarium Children's Wing
located on the Coca Cola property, (4) the YV11CA building, and (5)
Congregational Church.
