POLICY ISSUE(S): Election BACKGROUND: This item was tabled at the September 26, 2011 City Council meeting. The Lamar County Appraisal District (LCAD) is governed by a five member Board of Directors whose terms expire at the end of 2011. The following people are currendy serving on the board. Terry Christian, David Dunman, Bill Harris, Jim Noble, and Kim Smallwood. Qualifications - Must be a xesident of the district; must have resided in the district for at least two years; should not have any delinquent taxes. An employee of a taxing unit that participates in the district is not eligible to serve UNLESS the individual is a member of the governing body of that taxing unit or an elected official of the taxing unit. Board Duties - Appoints the Chief Appraiser; appoints Appraisal Review Board members; approves the district budget; and adopts general policies. Term - Board Members serve two-yeaT terms beginning on January 1 of even numbered years, and there is no limit to the number of terms an individual may serve. Meetings - The Board must meet at least quarterly, but occasionally has more frequent meetings but no more than one per month. The meetings normally begin at 4:00 p.m. and seldom last more than one houY The number of votes each taxing entity is allocated is based on the entity's pro rata share of the taxable value within its area. Patis has 730 votes and can cast all votes for a single candidate or divide them any way it wishes. Last year the City cast all of its votes for Jim Noble. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS, CASTING ALL 730 CITY OF PARIS VOTES FOR JIM NOBLE TO SERVE ON THE 2012/2013 LAMAR COUNTY APPRAISAL DISTRICT BOARD OF DIRECTORS; MAKIIVG OTHER FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE. WHEREAS, the City Council of the City of Paris has been furnished a list of the candidates for membership on the Board of Directors of the Lamar County Appraisal District; and, WHEREAS, the City Council is desirous of casting the City of Paris's 730 votes for Jim Noble. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS: Section 1. That the findings set out in the preamble to this resolution are hereby in all things approved. Section 2. That the City of Paris's 730 votes be, and the same are hereby, cast for Jim Noble as a member of the Board of Directors of the Lamar County Appraisal District. Section 3. That the City Clerk be, and she is hereby, directed to execute the City of Paris's ballot and deliver the same to the Lamar County Appraisal District. Section 4. That this resolution shall be effective from and after its date of passage. PASSED AND APPROVED this 10th day of October, 2011. A.J.
