POLICY ISSUE(S):
BACKGROUND:
We are requesting that City Council considering an increase of the EMS mileage charge from $10.00 to
$11.00, because of increased fleet operational expenses. EMS Billing Division billed approximately
61,000 miles for FY 2010-1 l.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS,
AMENDING SECTION 2-98 OF THE CODE OF ORDINANCES OF THE CITY
OF PARIS; PROVIDING FOR AN INCREASE IN EMERGENCY AND
NON-EMERGENCY AMBULANCE SERVICES RATES; REPEALING ALL
ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS:
Section 1. That Section 2-98 of the Code of Ordinances of the City of Paris be, and
the same is hereby, amended so that such shall read as follows:
"Sec. 2-98. Ambulance Service Rates.
(a) The following rates are established for emergency medical vehicle service for
residents and non-residents of Lamar County:
1. MOBILE I1VTEIVSIVE $500.00 plus $11.00 per mile from
CARE UNIT (MICU) point of pickup to point of delivery
EMERGENCY
2. ADVAIVCED LIFE $450.00 plus $11.00 per mile
SUPPORT (ALS) from point of pickup to point
EMERGENCY of delivery
3. ADVANCED LIFE $400.00 plus $11.00 per mile from
SUPPORT (ALS) point of pickup to point of delivery
NON-EMERGENCY
4. BASIC LIFE $350.00 plus $11.00 per mile from
SUPPORT (BLS) point of pickup to point of delivery
EMERGENCY
5. NO1V-EMERGENCY $220.00 plus $11.00 per mile from
TRANSFER SERVICE point of pickup to point of delivery
6. NO1V-EMERGENCY $215.00 plus $11.00 per mile from
TRANSFER SERVICE point of pickup to point of delivery

7. STANDBY $325.00 for the first hour and $60.00
for each additional hour on an as-
available, first-request, first-served
basis
(b) In addition to the established rates, a usual, reasonable, and customary
charge for medical supplies and service used or required in connection with
emergency and non-emergency transfer service shall be made.
Section 2. All provisions of the ordinances of the City of Paris, Texas in conflict with
the provisions of this ordinance are hereby repealed, and all other provisions of the ordinances
of the City of Paris not in conflict with the provisions of this ordinance shall remain in full force
and effect.
Section 3. The repeal of any ordinance or part of ordinances affected by the
enactment of this ordinance shall not be construed as abandoning any action now pending
under or by virtue of such ordinance or as discontinuing, abating, modifying, or altering any
penalty accruing or to accrue, or as affecting any rights of the municipality under any section or
provisions of any ordinance at the time of passage of this ordinance.
Section 4. It is the intention of the City Council of the City of Paris that this ordinance,
and every provision hereof, shall be considered severable, and the invalidity or partial
invalidity of any section, clause, or provisions of this ordinance shall not affect the validity of
any other portion of this ordinance.
Section 5. Any person violating any of the provisions of this ordinance shall be
guilty of a Misdemeanor and, upon conviction, shall be fined in accordance with Section 1-6
of the Code of Ordinances and each and every day's continuance of any violation of the
above-enumerated section(s) shall constitute and be deemed a separate offense.
Section 6. That by a supermajority vote of _ ayes and _ nays, the City Council
voted to suspend the rule requiring two readings before adoption of this ordinance.
Section 7. That this ordinance shall become effective from and after its passage
on the first reading and publication as required by law.
