RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
PARIS, TEXAS, REJECTING ALL BIDS FOR THE RECONSTRUCTION
AND CONVERSION OF THE UARCO BillLDING TO A NEW POLICE,
COURT, AND JAIL FACILITY; AUTHORIZING ADVERTISEMENT FOR
NEW BIDS FOR SAID CONSTRUCTION; MAKING OTHER FINDINGS
AND PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN
EFFECTIVE DATE.
WHEREAS, the City Council of the City of Paris did heretofore, on the 13th day of May,
2002, in Resolution No. 2002-75 authorize the preparation of plans and specifications for a project
of re-construction and conversion of the U ARCO building to a new police, court, and jail facility;
and,
WHEREAS, the City Council did heretofore on the 10th day of May, 2004, in Resolution
No. 2004-093 approve the plans and specifications and authorize the advertisement for bids for
performing all work required for said reconstruction and conversion project, which bids were
received until 3:00 o'clock p.m. Thursday, the 5th day of August, 2004; and,
WHEREAS, no bids were received which were within the City's budgeted cost for said
project; and,
WHEREAS, the City reserved the right to reject any and all bids for said project; and,
WHEREAS, the City Engineer has recommended to the City Council the rejection of all
bids and the re-advertisement for same, and the City Council desires to so authorize such action;
NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS,
TEXAS:
Section 1. That the findings set out in the preamble of this resolution are hereby in all
things approved.
Section 2. That all bids received in response to the City's solicitation of same as
authorized by City Council Resolution No. 2004-093 for the reconstruction and conversion of the
DARCO building to a new Police, Court, and Jail facility, be, and the same are hereby, rejected.
Section 3. That such reconstruction and conversion project be re-advertised for bids to
be received after due notice at the office of the City Manager of the City of Paris, City Hall 135
l't Street S.E., Paris, Texas 75460, until 3:00 o'clock p.m. on Tuesday, September 14, 2004, or
at such other date and time as the City Manager shall determine, at which time said bids will be
opened at the Love Civic Center, 2025 South Collegiate Drive, Paris, Texas, and bids will be
tabulated and referred to the City Council for its consideration.
Section 4. That this resolution shall be effective from and after the date of passage.

Bids where received and opened August 5th, 004 at 3:00 P.M. for the new Police & Courts
Building located at 2900 Clarksville Street. 0 ly one bid was received. Harrison, a1ker and
Harper (HWH) submitted a bid in the amount of $4, 84,484.00 for the project. e current
available funds balance for the project is approx mately $3,754,000.00
I recommend that we reject the bid from H he new tentative schedule w'l call for
advertising the project in the Paris News and all as orning News on August 1St and 22nd.
Bids will be opened on September 14th, 2004 d aw ding the bid at the October 1 th Council
meeting.
