Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, October 24, 2011. The meeting will be held at the City Council
Chamber, 107 E. Kaufman Street, in Paris, Texas. The matters to be discussed and acted
upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless
an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to
any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person
with specific factual information. Claims against the City, Council Members, or employees, as well as
individual personnel appeals are not appropriate for citizens' forum.)
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to all items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Deliberate and act on the approval of minutes from the meetings on September 26, 2011,
and September 30, 2011.
6. Receive and deliberate on reports and/or minutes from the following boards,
commissions, and committees:
a. Board of Adjustment (6-21-2011)
b. Traffic Commission (9-6-2011)
c. Historic Preservation Commission (9-14-2011 & 9-26-2011)
d. Paris Economic Development Corporation (9-1-2011 & 9-28-2011)
7. Deliberate on September monthly financial report.
8. Deliberate on drainage ditch maintenance report.
Regular Agenda
9. Public hearing, first reading, deliberate and possibly act on an Ordinance amending the
zoning from Light Industrial District (LI) to a Commercial District (C), on Lot 1, Block
A, Trinity Christian Academy Addition CB 323, located at 2060 FM 79.
10. Public hearing, first reading, deliberate and possibly act on an Ordinance amending the
zoning from a General Retail District (GR) to a General Retail District (GR) with a
Specific Use Permit (14) Day Camp, on Lot 2, Block B, Sunrise Estates Addition, located
at 70 42"d Street N.E.
11. First reading, deliberate and possibly act on an Ordinance establishing maximum,
reasonable and prudent rates of speed on Highway US 82 frontage roads from Lamar
Avenue North past Pine Mill Road a distance of approximately 0.623 miles.
12. First reading, deliberate and possibly act on an Ordinance establishing maximum,
reasonable and prudent rates of speed on Highway 82 from West City limits to its
intersection with Business US 82 in the City of Paris, Texas.
13. Deliberate and provide direction on acquisition of the former roadside park on Highway
82 West for the purpose of using it as a City Park.
14. Deliberate and act on the purchase of capital items.
15. Presentation by the EMS Director, deliberate and act on a request to engage an architect
to design and develop bid specifications for construction of a new EMS station.
16. Deliberate and act on a Resolution appointing two members to the Main Street Advisory
Board to fill unexpired terms.
17. Receipt and deliberate on Application for Disannexation filed by Bob and Martha
Crockett.
18. Deliberate and act on a Resolution approving and authorizing the execution of an
Agreement between the City of Paris and Strategic Government Resources, Inc. for
professional services related to a city manager search.
19. First reading, deliberate and possibly act on an Ordinance amending Chapter 31, Traffic
Code of the Code of Ordinances of the City of Paris, by adding a new Article VII Towing
Impoundment Policy, providing for the towing and impoundment of vehicles where
drivers fail to provide proof of liability insurance.
20. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004-081.
21. Adjournment.
