Code of Ordinances of the City of Paris be amended by revising
the Traffic Control Map adopted in Paragraph (b) of Section 31-65
of said code by providing for a left turn lane on Pine Mill Road at
North Cotlegiate Drive.
4. Public Hearing regarding proposed amendments to the 2004-2005 City of
Paris Budget.

5. Consider, discuss, and take possible action on amendments to the proposed
FY 2004-2005 City Budget.
6. Consider additional dates for special City Council meetings for discussion
concerning FY 2004-2005 City Budget.
7. Consideration of and action on the following resolution:
A. Setting the date, time, and place for a public hearing on possible
amendments to the proposed fiscal year 2004-2005 City Budget.

9. Consideration of and action on the following ordinances:
A. Authorizing the issuance of a sofid waste collection permit to Waste
Management, Inc. for the purpose of engaging in the business of
collecting or transporting solid waste from commercial and industrial
units within the city limits of the city of Paris, Texas, and finding a
public necessity and convenience for issuance of said permit.
B. Authorizing the issuance .of a solid waste collection permit to Glenn
and Debi Bolyard, dba Trashy Business, for the purpose of engaging in
the business of collecting or transporting solid waste from commercial
and industrial units within the city limits of the city of Paris, Texas, and
finding a public necessity and convenience for issuance of said permit.
C. Authorizing the extension of certain boundary limits of the City of Paris,
Paris, Texas, and the annexation of certain territory consisting of
13.635 acres, more or less, as requested by petition of the owners.
D. Authorizing the extension of certain boundary limits of the City of Paris,
Paris, Texas, and the annexation of certain territory consisting of 3.662
acres, more or less, as requested by petition of the owners.
E. Authorizing the extension of certain boundary limits of the City of Paris,
Paris, Texas, and the annexation of certain territory consisting of
11.613 acres, more or less, as requested by petition of the owners.

F. Providing that the Code of Ordinances of the City of Paris be amended
by revising Section 12-1 of said Code to authorize the staffing levels of
the Fire Department.
G. Providing that the Code of Ordinances of the City of Paris be amended
by revising Section 26-1 of said Code to authorize the staffing levels of
the Police Department.
H. Authorizing the Chief of Police of the City of Paris, in amending Article
I to Chapter 26 of the Code of Ordinances of the City of Paris to adopt
a new Section 26-2 thereto, in accordance with Section 143.014 of the
Local Government Code, to appoint Assistant Chief of Police.
10. Consent item - consideration of and action on the following bids received at
public bid openings (single motion and vote unless any Council memberasks
to remove any item for separate discussion and action):
A. Furnishing and delivery of Liquid Cationic Polyacrylamide Emulsion
(Flocculant) for use in the Wastewater Treatment Plant.
B. Furnishing and delivery of Liquid Sulfur Dioxide for use in the
Wastewater Treatment Plant.
C. Furnishing and delivery of Liquid Chlorine for use in the Wastewater
Treatment Plant and Water Treatment Plant.
D. Furnishing and delivery of Fluosilicic Acid for use in the Water
Treatment Plant.
E. Furnishing and delivery of Sodium Hydroxide for use in the Water
Treatment Plant.
F. Furnishing and delivery of Potassium Permanganate for use in the
Water Treatment Plant.
G. Furnishing and delivery of Liquid Alum for use in the Water Treatment
Plant.
H. Furnishing and delivery of Hydrated Lime for use in the Water
Treatment Plant.

11. Consideration of and action on the following resolutions:
A. Approving the extension of Emergency Medical Services to that area of
Lamar County, State of Texas, outside the city limits of the city of Paris
and authorizing the execution of an Interlocal Cooperation Contract
between the City of Paris and the County of Lamar for such emergency
medical services.
B. Approving and authorizing the execution of Change Order No. 4
(Attachment No. 4) to Contract for Public Health Services, TDH
Document No. 7560022067-2005.
C. Approving a Professional Services Contract for hydraulic design,
bridge design and related services for replacement of the collapsed
Smith Creek Bridge located on County Road 32900, being the
secondary entrance into the City of Paris Water Treatment Plant.
D. Approving and authorizing an Intergovernmental Agreementwith North
Lamar Independent School District for provision of School Resource
Officer services to NLISD campuses during the 2004-2005 school year.
E. Approving and authorizing a new grade and step pay plan for all new
employees and employee promotions to higher grade, other than
certified non-director employees of the Police, Fire, and Emergency
Medical Services Departments.
F. Rescinding its prior action and repealing Resolution No. 2002-157,
passed on October 10, 2002, which approved and ratified the execution
of an application for a Texas Parks and Wildlife Department National
Recreation Trails Grant and authorized the acceptance of said Grant;
and authorizing the notification of the Texas Parks and Wildlife
Department as to the City's intention not to participate in that project
designated the Lake Crook Trails Project.
