03-A Build & Stand Min. 8-16-04MINUTES OF THE REGULAR MEETING OF THE BUILDING AND STANDARDS COMMISSION Monday, August 16, 2004 4:00 P.M. 1. Chad Brown called the Building and Standards Commission Meeting order at 4:OOP.M. Roll was called. A. The following members were present: Chad Brown Mary Crumpler Ward Hall Harrell Tippitt Ryan Lassiter Pike Burkhart Brad Archer Lucius Joe, Jr. B. The following members were absent: Tommy Robinson Mark Rothfuss Greg Wilson 2. Approval of Minutes of May 16, 2004: No meeting minutes were in the packet so this issue will be tabled until t e next meeting. 3. Public hearing to consider presentations by Code Inspector of the ity of Paris, and owner(s) and / or lien holders of the below listed properties which have been given notice of a violation of City Ordinance that structur s need to be demolished because of fire damage: A. 140 llth Street N.E., Lot 13, City Block 32-A Mrs. Valerie Bowler spoke on behalf of the property. She stated at the property would be sold to Mr. Dean Earls who lives next door to the property. There are still some legal issues that need to be resolve on the property before it can be sold to Mr. Earls. Brad Archer made a motion that this item be tabled until the next Mary Crumpler seconded the motion. The motion carried unanim B. 974 E. Polk, Lot lA, Block 4, Gibbons Park Addition Ms. Norma Kelley spoke on behalf of the property and stated that he had already pulled a demolition permit and intends to demolish the bui ing in the next thirty days. 08-16-04 Building Standards Meeting Minutes Pake 1 of 6 Lucius Joe, Jr. made a motion that the building be demolished wi hin 30 days with a$1000 per day civil penalty and, if the building is not demolished within the 30 day time period, the City will demolish the building. Harrell Tippitt seconded the motion. The motion carried unanimously. C. 964 E. Lucius Joe, Jr. seconded the motion. The motion arried unanimously. D. 1005 lOth Street S.E. (903 lOth Street S.E.), Lot 16, Block 2, Mar Addition Mr. Ernest Pratt spoke on behalf of the property. He stated that he to repair the property. Members of the Commission felt that the t was beyond repair and should be demolished. Ward Hall made a motion that the building be repaired or dem lished within 45 days with a$1000 per day civil penalty and, if the bui ing is not demolished within the 45 day time period, the City will demo ish the building. Harrell Tippitt seconded the motion. The motion arried unanimously. E. 113017th Street S.E., Lot 3, Block 13, Gibbons-Braden Additio Mike Alexander informed the Commission that this item would be on the agenda for the next meeting. He has started demolition and is about 90% complete. Mrs. Peggy Wilkens-Fran o also spoke explaining a civil dispute between her and the other sibling in the family concerning this property. Brad Archer made a motion that the building be demolished within Odays with a$1000 per day civil penalty and, if the building is not dem lished within the 60 day time period, the City will demolish the building. Receipt of report from the Historic Preservation Commission re arding structures considered by code inspectors to be in violation of Articl III of Chapter 7 of the Code of Ordinances of the City of Paris, Texas, ntitled "Substandard and Dangerous Buildings and Structures," and foun to be buildings or structures that can be rehabilitated and designated n the National Register of Historic Places, as a recorded Texas Historic Lan mark, or as historic property as designated by the City Council of the City of Paris.
