WHEREAS, the City Council of the City of Paris, Paris, TeKa~, as previousl received
a request from the Paris Historic Preservation Commission, following Þ tice to the 0 neT and a
public hearing thereon, for an amendment to the zoning ordinance of the ¡ ity of Paris t designate
the structure on property located at 2006 Bonham Street, in the City of P~ s, Texas, as n Historic
Structure and to include said property in a newly created Historic Ove~l District N . 12 (HD-
12); and, ¡ I
WHEREAS, the City Council has subsequently referred said reqpft for amend ent to the
Planning and Zoning Connnission for its review and reconnnendation i1j '. a cordance wi the City
zoning ordinance and State law; and, :

WHEREAS, the Planning and Zoning Commission did conquct public heari g on said
proposed amendment to the City zoning ordinance and, following! s~ hearing, m e formal
recommendation to the City Council regarding said proposed change; ~ ,

WHEREAS, the City Council of the City of Paris did subse~ ently conduc a . ublic
hearing on the aforesaid proposed amendment to the City zoning ordirtan~e, and having onsfdered
the recommendations of the Planning and Zoning Commission and the stimony an evidence
introduced at said public hearing, found and determined that approvin~ the afores id zoning
change would be consistent with the comprehensive plan of the City of rris, consiste t with the

City zoning ordinance, and in the best interests and to the benefit of 1!he ,I.ptblic health, afety, and
welfare of the citizens of the City of Paris; NOW, THEREFORE, .

BE IT ORDAINED BY THE CITY COUNCIL OF THE ¡CIrI' OF PARI , PARIS,
TEXAS:
Section 1. That the findings set out in the preamble to this o~d nance are he eby in all

things approved. '
Section 2. That the boundaries heretofore established by the Z~ 'ng Map and rdinance
No. 1710 of the City of Paris, Paris, Texas, be, and the same are hþreþ , changed, d that the
structure on the property located at 2006 Bonham Street in the City' of!P is, Texas, e, and the
same is hereby designated as an Historic Structure and that an Histori~ verlay Dist . ct No. 12
(HD-12) be, and the same is hereby, established on the aforesaid prop~ y, as reco ended by
the Paris Historic Preservation Commission and the Planning and Zo~ Commissi , so as to
include in such Historic Overlay District No. 12 (HD-12) the hereinafter!d scribed prop rty, while
preserving the respective existing use and zoning regulations of the prop~r y previously esignated
thereon, and that the boundaries of said Historic Overlay District Nol. 2 (HD-12) e, and the
same are hereby, established as follows: . I
SITUATED within the corporate limits of the City' Oil,. ~ariS' Coun
Lamar, and State of Texas, being the property known ~s Lot 15A,
Block 204,2006 Bonham Street, Paris, Texas. :
Section 3. That the Chief Building Official of the City of Pf's be, and he is Qereby,
directed to change the Zoning Map of the City of Paris in acconfanF with the pr visjons of
Ordinance No. 1710 and the land use map accompanying the same. ~ in accordan e with the
provisions of this ordinance.
Section 4. That the following historic preservation stand~d~ hall be and re hereby
adopted to apply to the aforesaid property included in the Historic Ov11 y District N . 12 (HD-
12) designated herein, in accordance with the terms and provisions ofl rticle VII to hapter 7,
Sections 7-151 through 7-164 of the Code of Ordinances of the C! of Paris, t e Historic
Preservation Ordinance, as amended, and Ordinance No. 1710 as amen4e , the Zoning Ordinance
of the City of Paris, Texas:
The following Standards for Rehabilitation shall apply to, reþ bilitation of the
exterior only of all structures located in the designated His~oric Overlay Dist ict
No. 12 (HD-12), and shall apply to a building's site and eI1-vi~o ent as wel as
attached, adjacent, or related new construction.
The Paris Historic Preservation Commission shall implemeI1t land apply ese
standards in accordance with the provisions of Article VII to chatter 7, Sectio 7-
151 through 7-164 ofthe Code of Ordinances of the City of Paris, I as amended, the
Historic Preservation Ordinance, including the denial or issu..ncf f Certificate of
Appropriateness as provided in said ordinance. The Standarcls are to be applie to
specific rehabilitation projects in a reasonable manner, taking 1n 0 considerat on
economic and technical feasibility: '
(1) Any rehabilitation of the exterior of any structure locat. e~1 i the designa ed

(3) Each property shall be recognized as a physical record of its time, place, nd

(4) Most properties change over time; those changes that h¡av~ cquired hist ric
significance in their own right shall be retained and preserv~d.1

(5) Distinctive features, finishes, and construction techniquh or examples of
craftsmanship that characterize a property shall be preserved. !

(6) Deteriorated historic features shall be repaired rather tJ¡1ad r placed. Wh re
the severity of deterioration requires replacement of a distin~ti~e feature, the ew
feature shall match the old in design, color, texture, and other.' v~s al qualities a d,
where possible, materials. Replacement of missing features sh~ll be substanti ed
by documentary, physical, or pictorial evidence. I

(7) Chemical or physical treatments, such as sandblasting, "Ith~'t ause damag to
historic materials shall not be used. The surface cleanin f structures if
appropriate, shall be undertaken using the gentlest means pqss'b e.

(8) Significant archeological resources affected by a project ßhall be protected nd
preserved. If such resources must be disturbed, mitigation m asures shall be
undertaken.
(9) New additions, exterior alterations, or related new 5onst ction shall ot
destroy historic materials that characterize the property. ~fe n w work shal be
differentiated from the old and shall be compatible with the mas ing, size, sc Ie,
and architectural features to protect the historic integrity of the property an its
environment.
(10) New additions and adjacent or related new constructi04 sha I be underta en
in such a manner that if removed in the future, the essential form and integrit of
the historic property and its environment would be unimpai~d.

Section 5. That any person violating any of the provisions OffiS rdinance sha I be guilty
of a Misdemeanor, and, upon conviction, shall be fined in any sum ot t exceed $2, .00, and
each and every day's continuance of any violation of the abov -en merated see ions shall
constitute and be deemed a separate offense. I
Section 6. That all ordioances or parts of ordinances in ~nlrct herewith re hereby
expressly repealed. ¡
Section 7. That this ordinance shall become effective Octo~er J 2004.
