RECOMMENDED MOTION:
Deliberate and act on a Resolution approving change order #2 and closing out the contract with R.K.
Hall Construction Co., LTD. The final contract amount is $1,474,897.54 for the S. Collegiate Drive
project; authorizing the City Manager to negotiate and execute all necessary documents

BACKGROUND:
The net amount of change order #2 is $923.84. An itemized list is included for the 10 line items. The
largest single line item ($12,129.42) is the addition of rock riprap around the major drainage structures
on the project. The last change is the addition of 90 calendar days primarily to wait for the weather to
change so the hydro mulch (seed and fertilizer) could be placed.
The original contract amount was $1,465,740.40 and the final contract amount if approved will be
$1,474,897.54 for a total change amount of $9,157.14.
Staff recommends approving change order #2 and closing out the contract.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS,
APPROVING CHANGE ORDER NO. TWO AND AUTHORIZING FINAL
PAYMENT TO R. K. HALL CONSTRUCTION, FOR THE SOUTH COLLEGIATE
DRIVE RECONSTRUCTION - SOUTH LOOP 286 TO BIG SANDY CREEK
PROJECT; MAKING OTHER FINDINGS AND PROVISIONS RELATED TO
THE SUBJECT; AND DECLARWG AN EFFECTIVE DATE.
WHEREAS, on June 28, 2010, the City Council of the City of Paris passed Resolution
No. 2010-071, awarding the contract for the South Collegiate Drive Reconstruction Project,
to R.K. Hall Construction, LTD of Paris, Texas; and,
WHEREAS, the City Engineer, Shawn Napier, acting as project engineer,
recommends the approval of change order No. 2, amending the original contract for a net
increase of $923.84 in the contract price, for a revised contract price of $1,474,897.54, the
contract time will be increased by 90 calendar days, the revised date for completion of all
work will be October 25, 2011; and,
WHEREAS, Change Order No. Two attached hereto as Exhibit "A", and the final
payment should in all things, be approved, and the City Manager should be authorized to
execute the necessary documents.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PARIS, TEXAS:
Section 1. That the findings set out in the preamble of this resolution are hereby
in all things approved.
Section 2. That Change Order No. Two to the Contract between R.K. HALL
Construction and the City of Paris for the South Collegiate Drive Reconstruction - South
Loop 286 to Big Sandy Creek Project, attached hereto as Exhibit A, providing for a net
increase of $923.84 in the contract price, for an amended total contract price of
$1,474,897.54, and a 90-day increase in contract time be, and the same is hereby approved.
Section 3. That the City Manager be, and he is hereby, authorized and directed to
execute, on behalf of the City of Paris, any necessary documents, upon the terms and
conditions in Exhibit "A", attached hereto.
Section 4. That this resolution shall be effective immediately upon passage.
