00-AGENDACITY COUNCIL AGENDA Notice is hereby given that the City Council of the City of Paris shall meet in regular session at 5:30 p.m. on Monday, November 14, 2011. The meeting will be held at the City Council Chamber, 107 E. Kaufman Street, in Paris, Texas. The matters to be discussed and acted upon are as follows: Opening Agenda 1. Call meeting to order. 2. Invocation. 3. Pledge of Allegiance. 4. Citizens' forum. (Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person with specific factual information. Claims against the City, Council Members, or employees, as well as individual personnel appeals are not appropriate for citizens' forum.) Consent Agenda Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable to all items appearing on the Consent Agenda. A Council Member may request any item to be removed from the Consent Agenda and considered as a separate item. 5. Deliberate and act on the approval of minutes from the meetings on October 10, 2011 and October 24, 2011. 6. Receive and deliberate on reports and/or minutes from the following boards, commissions, and committees: a. Airport Advisory Board (9-15-2011) Regular Agenda 7. Deliberate and act on the curb and gutter variance, Preliminary Plat and Final Plat for the Offutt Properties CB 77 being located in the 400 Block of N. Main St. 8. Deliberate and act on the Preliminary Plat and Final Plat for Dylan's Place 266 Addition being located in the 1400 Block of NE 20'h Street. 9. Update on Beautification Project for the City of Paris. 10. Deliberate and provide direction an application for disannexation of approximately 17.250 acres of land located on Smallwood Road, forming a portion of the current outer boundaries of the city limits of the City of Paris in response to an application for such disannexation filed by Bob and Martha Crockett. 11. Deliberate and act on engaging the services of a consultant for professional services related to a city manager search. 12. Deliberate and act on a Resolution approving and authorizing the execution of an Agreement between the City of Paris and Strategic Government Resources, Inc. for professional services related to a city manager search. 13. Deliberate and act on regularly scheduled City Council meeting dates for the second meetings in November and December. 14. Deliberate and act on the purchase of capital items. 15. Deliberate and provide direction on acquisition of the former roadside park on Highway 82 West for the purpose of using it as a City Park (prior to deliberation, a Motion to remove this item from the table is required). 16. Deliberate and provide direction to the City Manager to define the City's association with the Health Department. 17. Deliberate and act on a Resolution appointing a member to the Paris-Lamar County Health Board (A motion to remove this item from the table is required prior to discussion). 18. Deliberate and act on a Resolution approving Change Order No. 2 and final payment and closing out of the contract for the S. Collegiate Drive Project. 19. Report from Chief Grooms on operation of the Fire Department. 20. Deliberate and accept the proposal from Bobby Smallwood Construction Company for renovations to Fire Station No. 1. 21. Deliberate and accept a grant for a type 6 Fire Engine under the TIFMAS Grant Assistance Program through the Texas Forest Service. 22. Deliberate and act on the purchase of a new 2011 Ford Expedition as a replacement vehicle for the Fire Marshal. 23. Deliberate and act on the purchase of a fire engine for the Fire Department. 24. Pursuant to Section 551.071 of the Texas Government Code, Consultation with Attorney, to receive legal advice from the City Attorney about pending or contemplated litigation and/or on matters in which the duty of an attorney to his client under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas, clearly conflict with this chapter. 25. Reconvene into Open Session. 26. Consider and approve future events for City Council and/or City Staff pursuant to Resolution No. 2004-081. 27. Adjournment.
