1. Call meeting to order.
2. Public hearing regarding proposed amendments to the 2004-2005 City of Paris
budget.
3. Presentation by Mr. Chris Hartung of Waters Consulting Group, Inc. regarding City
Manager candidates.
4. Consider, discuss and take possible action or provide direction to City staff
regarding City Manager selection process.
5. Consider, discuss and provide direction to City staff regarding the 2004-2005 Fiscal
Year Budget.
6. Consideration of and possible action on the following ordinances:
A. Adopting the amended budget for fiscal year 2004-2005 for the City of Paris.
B. Adopting a Tax Rate for the calendar year 2005 for the City of Paris.
C. Authorizing the issuance of a solid waste collection permit to Southern
Disposal, Inc. for the purpose of engaging in the business of collecting or
transporting solid waste from commercial and industrial units within the city
limits of the city of Paris, Texas, and finding a public necessity and
convenience for issuance of said permit.
D. Providing that the Code of Ordinances of the City of Paris be amended by
revising Section 12-1 of said Code to authorize the staffing levels of the Fire
Department.

7. Consideration of and action on the following resolutions:
A. Authorizing the transfer of budgetary appropriations as allowed in Section
58 and 70 of the Charter of the City of Paris.
B. Declaring eligibility to participate in tax abatements.
C. Adopting Guidelines and Criteria for tax abatements within the City of Paris.
D. Approving and authorizing the execution of an Agreement for the Temporary
Closure of State Right-of-Way for the 2004 Festival of Pumpkins.
E. Awarding the bid and authorizing the execution of a contract for the
Rehabilitation and Reconstruction of the City Hall and Central Fire Station
Building.
F. Approving and authorizing the execution of a Reconciliation Change Order
to the contract for the construction of the 24" RCCP Water Transmission
Lines Associated with the construction of a new Elevated Water Storage
Tank on Bonham Street.
G. Accepting and approving the Paris Economic Development Corporation
Budget for the Fiscal Year October 1, 2004, to September 30, 2005.
H. Accepting and approving the Love Civic Center, Chamber of Commerce of
Lamar County, Budget for the fiscal year October 1, 2004, to September 30,
2005.
1. Approving and authorizing a Professional Services Agreement with the
American Red Cross to perForm certain specialized services on behalf of the
City of Paris.
J. Approving and authorizing a Professional Services Agreement with the
Children's Advocacy Center to perForm certain specialized services on
behalf of the City of Paris.
K. Approving and authorizing a Professional Services Agreement with the
Family Haven Crisis Centerto perForm certain specialized services on behalf
of the City of Paris.
L. Approving and authorizing a Professional Services Agreement with Keep
Paris Beautiful to perForm certain specialized services on behalf of the City
of Paris.

P. Approving and authorizing a Professional Services Agreement with Casa for

Q. Approving and authorizing a Professional Services Agreement with the
Breakfast Optimist Club to perForm certain specialized services on behalf of
the City of Paris.
8. Rejecting all bids for Furnishing and delivery of Potassium Permanganate for use
in the Water Treatment Plant.
9. Discussion of potential future agenda items.
10. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004-081.
