03-A Historic Pres Min 7-26-04MINUTES REGULAR MEETING CITY OF PARIS HISTORIC PRESERVATION COMMISSION LOVE CIVIC CENTER 2025 S. COLLEGIATE STREET PARIS, TEXAS MONDAY, JULY 26, 2004 4:00 0'CLOCK P.M. 1. The Historic Preservation Commission Meeting was called to order by Vice Chairman Barbara Wilson at 4:00 P.M. A. The following members were present: Sue Lancaster Claudia Hunt Jerry Raper Alternate: Brian Wear Becki Norment B. The following members were absent: Ann Rodgers Paul Denney C. Also present was Lisa Wright, Historic Preservation Officer. 2. Discussion of and possible action on approving the following Certificates of Appropriateness: A. 2 West Plaza - Kathleen Williams. Motion to approve the Certificate of Appropriateness was made by Sue Lancaster, seconded by Brian Wear. Motion carried 6-0. B. 322 S. Church Street - Holy Cross Episcopal Church, by Suzy Harper. Motion to approve the Certificate of Appropriateness was made by Claudia Hunt, seconded by Sue Lancaster. Motion carried 6-0. 3. Public hearing to receive citizen comments regarding declaring the following properties as historic landmarks, recommending such designations to the Planning and Zoning Commission, and adopting the Rehabilitation Standards of the U. S. Secretary of Interior: A. 744 3rd Street N.W. (Bill and Rita Buford). Rita Buford stated this house was placed on the National Register in 1986 or 1987. Motion to recommend designation was made by Sue Lancaster, seconded by Claudia Hunt. Motion carried 6-0. B. 2006 Bonham Street (Larry D. Hunt). Butch Hunt stated that the house is being used as a museum. Motion to recommend designation was made by Claudia Hunt, seconded by Jerry Raper. Motion carried 6-0. C. 1305 Pine Bluff (Charles Park). Charles Park stated the house had burned but was structurally sound. Sue Lancaster advised the Commission this was one of two houses on Pine Bluff that were pre- fire. Motion to recommend designation was made by Sue Lancaster, seconded by Brian Wear. Motion carried 6-0. 4. Discussion of and possible action regarding the following structures considered by code inspectors to be in violation of Article lll of Chapter 7 of the Code of Ordinances of the City of Paris, Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures," to determine whethersuch buildings orstructures can be rehabilitated and designated on the National Register of Historic Places, as a recorded Texas Historic Landmark, or as historic property as designated by the City Council of the City of Paris: A. 610 W. Austin. B. 1130 17th Street S.E. C. 1123 16th Street S.E. D. 769 Ash Street E. 140 11 th Street N.E. F. 600 16th Street N.E. G. 235 12th Street N.E. H. 418 W. Campbell l. 934 Dickson J. 1001 Graham K. 1029 7th Street N.W. L. 1245 7th Street N.W. M. 1335 7th Street N.W. Item A was left on the table. Motion to forward the remaining structures to the Building and Standards Commission was made by Claudia Hunt, seconded by Sue Lancaster. Motion carried 6-0. 5. Discussion of status and possible action on the following structures considered by code inspectors to be in violation of Article lll of Chapter 7 of the Code of Ordinances of the City of Paris, Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures," and previously determined by the Historic Preservation Commission to be buildings or structures that can be rehabilitated and designated on the National Register of Historic Places, as a recorded Texas Historic Landmark, or as historic property as designated by the City Council of the City of Paris: A. Lot 8, City Block 118, 336 3rd Street S.W. (April 26, 2004) B. Lot 15, City Block 92, 758 1st Street N.E. (May 24, 2004) C. Lot 13, City Block 128, 1320 W. Kaufman Street (May 24, 2004) D. Lot 16, City Block 128, 1366 W. Kaufman Street (May 24, 2004) The Historic Preservation Officer advised the Commission that Item A would be forwarded to the August Building and Standards Commission meeting by virtue of the 90 days expiring. 6. Receipt of report from the Historic Preservation Officer. The HPO reported that she was waiting to hear back from ArchiTexas regarding the current status of design guidelines. She reminded the Commission that they had items on the upcoming P&Z agenda. Commission members asked the HPO to look into several items related to code enforcement. 7.
