SPECIAL MEETING
CITY OF PARIS HISTORIC PRESERVATION COMMISSION

1. The Historic Preservation Commission Meeting was called to order by Vice
Chairman Barbara Wilson at 12:00 P.M.
A. The following members were present:
Paul Denney
Sue Lancaster
Alternates: Brian Wear
Becki Norment
B. The following members were absent:
Arvin Starrett, Chairman
Ann Rodgers, Secretary
Claudia Hunt
Jerry Raper
C. Also present was Lisa Wright, Historic Preservation Officer.
2. Discussion of and possible action on approving the following Certificates of
Appropriateness:
A. 366 Bonham Street - Ron and Lynn Dickson. Petitioners were advised
that they had painted the building a different color than was approved
by an earlier COA, and they stated they had misplaced their paint
samples and tried to work from memory. They were told they should
have contacted City offices to view the sample held there, and they
stated they did not think about that. Motion to approve the current
Certificate of Appropriateness was made by Paul Denney, seconded by
Sue Lancaster. Motion carried 5-0.
B. 901 S. Main Street - Charley McDowell. Vice Chairman Wilson advised
the Commission this was a KPB project. Motion to approve the
Certificate of Appropriateness was made by Paul Denney, seconded by
Brian Wear. Motion carried 5-0.
C. 100 block of Grand Avenue - Paris Junior College, by Lindsey Harper,
Main Street Manager. This Historic Preservation Officer advised the
Commission this was solely to remove the chain link fence. Motion to
approve the Certificate of Appropriateness was made by Sue Lancaster,
seconded by Becki Norment. Motion carried 5-0.
3. Discussion of and possible action regarding the following structures
considered by code inspectors to be in violation of Article lll of Chapter 7 of
the Code of Ordinances of the City of Paris, Paris, Texas, entitled
"Substandard and Dangerous Buildings and Structures," to determine
whethersuch buildings orstructures can be rehabilitated and designated on
the National Register of Historic Places, as a recorded Texas Historic
Landmark, or as historic property as designated by the City Council of the
City of Paris:
A. 610 W. Austin. Motion to remove this item from the table was made by
Paul Denney, seconded by Sue Lancaster. Motion carried 5-0.
Commissioner Denney advised the Commission that he thought this
structure was historically significant but could be rehabilitated. He
made a motion to forward this structure to the Building and Standards
Commission, seconded by Brian Wear. Motion carried 5-0.
4. Consideration of and possible action on recommending revisions to the
Historic Preservation Ordinance to provide for tax abatement incentives for
improvements to historic properties. The Historic Preservation Officer
presented the Greenville ordinance to the Commission and stated that this
was, in her opinion, a good example of the type of ordinance that might be
effective in Paris and would make a good starting point for the Commission
to work from. The Commission recommended the reduction of the minimum
investment from $25,000 to $5,000 for an abatement amount of 100% for a
maximum of l years. Motion to approve those changes and forward the
ordinance to the City Council was made by Becki Norment, seconded by Brian
Wear. Motion carried 5-0.
5. Receipt of report from the Historic Preservation Officer. The HPO reported
that (1) ArchiTexas would be coming to Paris to speak at the next meeting,
and (2) the Nichols lease at the Airport was still in the negotiation stage.
6. Request items from Board for future agendas. The Commission requested
that the HPO request that Main Street not remove granite curbs during the
StreetScape Project, that the City start filing historic district ordinances with
the County Clerk, that we try to find a way to do something about trash being
set out on the curbs for pickup in the downtown area. There were no items
for future agendas.
7. The meeting adjourned at 1:30 p.m.
