03-A Historic Pres Min 8-23-04MINUTES REGULAR MEETING CITY OF PARIS HISTORIC PRESERVATION COMMISSION LOVE CIVIC CENTER 2025 S. COLLEGIATE STREET PARIS, TEXAS MONDAY, AUGUST 23, 2004 4:00 0'CLOCK P.M. 1. The Historic Preservation Commission Meeting was called to order by Chairman Arvin Starrett at 4:05 P.M. A. The following members were present: Barbara Wilson, Vice Chairman Paul Denney Claudia Hunt Jerry Raper Sue Lancaster Alternates: Brian Wear Becki Norment B. The following members were absent: Ann Rodgers, Secretary Claudia Hunt Jerry Raper C. Also present were Lisa Wright, Historic Preservation Officer, Lindsey Harper, Main Street Manager, Jay Firsching and Carrie Zaboroski with ArchiTexas, and Councilperson Karen Wilkerson. 2. Approval of minutes from previous meetings. None were presented. 3. Chairman Starrett asked the Commission to consider item 4 out of order. 4. Discussion of and possible action regarding the following structures considered by code inspectors to be in violation of Article lll of Chapter 7 of the Code of Ordinances of the City of Paris, Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures," to determine whethersuch buildings orstructures can be rehabilitated and designated on the National Register of Historic Places, as a recorded Texas Historic Landmark, or as historic property as designated by the City Council of the City ofParis. Chairman Starrett advised the Commission that Skipper Steeley was present to speak with regard to item H, and Mr. Starrett requested that the Commission consider items A through F and H through L together unless August 23, 2004 Page 2 there were any other specific structures the Commission wished to discuss separately. Motion was made by Paul Denney to forward the following structures to the Building and Standards Commission: A. 970 Pine Bluff, Lot 8, City Block 34 B. 909 7 112 Street N.E., Lot 10, Block 1, Estes Addition C. 847 7 112 Street N.E., Lot 13, Block 1, Estes Addition D. 1121 5th Street N.E., Lot 5, Block 3, Hull Addition E. 1141 5th Street N.E., Lot 3, Block 3, Hull Addition F. 1275 6th Street N.E., Lot 2, Block 2, Hull Addition G. removed for separate consideration H. 1237 8th Street N.W., Lot 31, Block 1, Elliot Addition l. 805 4th Street N.W., Lot 1, City Block 99 J. 255 13th Street N.W., Lot 26, City Block 191 K. 144 13th Street N.W., Lot 1, City Block 48 L. 931 6th Street S.W., South Part of Lot 6, Block 4, Locust Hill Addition, seconded by Sue Lancaster. Motion carried 7-0. Item G. 505 3rd Street N.W., Lot 5, City Block 80, was considered separately. Skipper Steeley handed the Commission members a biography of Admiral Richardson, who was a prior owner of this structure, and gave a verbal history of the house. He told the Commission he was not asking them to save the structure, because he thought it was already too far gone, but he asked if there was some way the City could save the wood. Commission Denney asked the Historic Preservation Officer to find out how much the City could accept for the property. Motion to remove the structure from the list being forwarded to the Building and Standards Commission was made by Paul Denney, seconded by Sue Lancaster. Motion carried 8-0. 5. Discussion of and possible action on the following: August 23, 2004 Page 3 A. Selecting signage for the Downtown and Church Street Historic Districts. Chairman Starrett reminded the Commission that they had selected street signage several months ago but that he was never personally comfortable with the decision. Lindsey Harper presented the Commission with a drawing of a proposed sign design and advised them the cost of each sign would be approximately $45.80 for the sign, logo, and delivery, and we would need around 70 signs. Chairman Starrett stated that Marvin Gorley was preparing a Main Street logo that could potentially be placed under the finial. Motion to approve the design was made by Barbara Wilson, seconded by Becki Norment. Motion carried 8-0. 6. Discussion with and possible action on providing directions to ArchiTexas regarding the Design Guidelines forthe Downtown and Church StreetHistoric Districts and regarding the Updated Historic Resource Survey. Jay Firsching addressed the Commission and reported that ArchiTexas has been working on the historic survey. The Commission discussed the possible routes forthe design guidelines, including color selection, window types and coverings, roofing materials, signs, and layout and wording of the guidelines themselves. Councilperson Wilkerson inquired about methods of educating the public and methods of enforcement. Chairman Starrett asked Mr. Firsching to explain the concept of Task Forces. The Commission also discussed when design guidelines were normally prepared and how other cities designated districts. The Commission asked the HPO to begin requiring the posting of COAs in windows for assistance with enforcement. Motion to have ArchiTexas proceed with the design guidelines was made by Barbara Wilson, seconded by Becki Norment. Motion carried 7-0 (Brian Wear had left the meeting). 7. Discuss application ofdesign guidelines. Becki Norment, who had requested this item, advised that she thought they had sufficiently covered this during the discussion with ArchiTexas. 8. Receipt of report from the Historic Preservation Officer. The HPO reported that the City was working on a citation format so that violators could begin receiving notices. August 23, 2004 Page 4 9. Request items from Board for future agendas. (1) Review City Hall/Fire Station project, (2) discuss the Pen & Dowell Antique store, (3) discuss substandard buildings owned by the City of Paris, and (4) receive a status report on demolition by neglect. 10.
