The Planning and Zoning Commission met Thursday, October 7, 20~4, 4:30
P.M., Love Civic Center, 2025 S. Collegiate, Paris, Texas with the following
members present:
1. Reeves Hayter
2. Barbara Forrest
3. Russell McCain
4. Marshall Kent
5. Carl Lucas
Lisa Wright, the Director of Community Development was also present.

The meeting was called to order by Reeves Hayter.
2.
The minutes from the (September 7,2004) meeting were approved with
a motion by Carl Lucas, seconded by Russell McCain. Motion carried
by a vote of 5 a'yes and 0 nays.
3.
Public Hearing to consider the petition of Charles Park for a change in

Motion was made to table the petition by Marshall Kent, seconded by
Russell McCain. Motion carried by a vote of 5 ayes and 0 nays.

Consideration of and action on the Final Plat on Lot 1, Block A, Paris
Retirement Village (City Block 308), being located at 1400 W.
Washington Street.
Motion was made to approve the Final Plat by Carl Lucas, seconded by
Barbara Forrest, subject to the City Engineer's Memo dated, October
4; 2004. Motion carried by a vote of 5 ayes and 0 nays.
6.
Consideration of and action on the Final Plat of Lots 10, 11, and 12,
Block I, and Lots 2, 3, and 4, Block J, Oak Creek-Phase X.
There was no action taken on this item due to lack of a quorum,
Chairman Reeves Hayter would have had to be excused from
consideration of this item.

The following zoning change requests will be presented at the November 1,2004, meeting
of the Planning and Zoning Commission for its consideration:
1.
Charles Park is requesting that the property located on Lot 10, City Block 70-A, being
number 1305 Pine Bluff Street, be rezoned from a Two-Family Dwelling District (2F) to a
Neighborhood Service District (NS) With Specific Use Permit (28) Mortuary or Funeral
Parlor. As you can see by the attached zoning map, there are other properties in the area
currently zoned as NS, and this zoning change is not inconsistent with the Master Plan.
2.
Chad Stephens is requesting that the property located on Lots 8-A and 12, City Block 262,
being number 1240 20th Street N.E., be rezoned from a One-Family Dwelling District No.
2 (SF-2) to a One-Family Dwelling District No.2 (SF-2) With Specific Use Permit (50)
Recreational Facility (Private). Mr. Stephens proposes to open a paint-ball course on this
property. As you can see by the attached zoning map, virtually all surrounding properties are
residential, with one Neighborhood Service (NS) and one Commercial (C) classification in
the vicinity. Because this is a specific use permit, this zoning change will not change the
underlying classification; therefore, the request is not inconsistent with the Master Plan.
3.
Toby Yoder is requesting that the property located on Part of Lot 17, City Block 323 (Tract
1), being number 2515 19th Street N.W., be rezoned from an Agricultural District (A) to a
One-Family Dwelling District No.3 (SF-3) With Specific Use Pennit (39) Mobile Home.
This property was annexed into the city within the past few years as part of a larger
annexation; therefore, it was brought into the city zoned Agriculture (A); however, there are
industrial properties located south of this property near the Loop and a scattering of
residential properties in the vicinity and northward.
