03-B Health Bd. Min. 10-13-04 MINUTES OF REGULAR MEETING PARIS-LAMAR COUNTY BOARD OF HEALTH The Paris-Lamar County Board of Health held its regular meeting Tuesday, October 13, 2004, at Paris-Lamar County Health Department. Board members in attendance include Dr. Robert Moseley, Dr. Caroline Wilson, Dr. Bert Strom, Dr. Wally Kraft, Dr. David Carpenter and Mr. Larry Reaves. Others in attendance included Mr. Anthony Bethel, Mrs. LaDonna Koehn and Mrs. Carla Rhodes. The meeting was called to order at 6:05 PM. Th~ minutes of the previous meeting was approved with motion made by Dr. Strom and second by Dr. Carpenter. Mr. Bethel informed the Board that Mrs. Jackson resigned her position ftom the Board because she is moving to Frisco. Mr. Bethel informed the board that the Billing Clerk had resigned and while the position was filled there was not enough funds received to cover the salary of a Billing Clerk. Dr. Strom suggested contracting out MedicarelMedicaid billing. Mr. Reaves states Red River Valley Radiology does contract billing. Mr. Bethel states that the Health Department has not purchased a difibrillator (AED) but has $5000 in the new budget to purchase one. Dr. Carpenter suggested purchasing a Doppler, which \vill cost approximately $500. Mr. Bethel presented the monthly and Y.T.D. statistics of the Health Department, pointing out WIC had served 2000 more participants this year the last year with a total of participates served for the year being 17,~48. Dr. Carpenter brought up discussion of Paris News publishing that the Health Department had received funds that Medicare is now taking out of EMS funds. Mr. Bethel explained that he has contacted Trail Blazer for help because the check Medicare claims the Health Department received, there has been no record of a cancelled check or record of a wire transfer. Dr. Kraft states he will contact Mark Homer to see ifhe could help resolve the funds. Dr. Strom also suggested Kay Bailey Hutchinson might could help. Mr. Bethel states the Health Department will have 300 Flu vaccines to start giving at 8AM on October 18, 2004. Dr. Kraft suggested purchasing Nasal Flu Vaccine and giving for $35.00. Dr. Carpenter states the Nasal Flu Vaccine can be purchased through Miears Pharmacy. Mr. Bethel suggested to wait to swear in new Board Members until Judge Superville is present to do the swearing in. Board members agreed to have Board Meetings on the third Tuesday of each month.
