A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
PARIS, TEXAS, APPROVING AND AUTHORIZING A SUPPLEMENTAL
GRANT APPLICATION TO THE OFFICE OF THE GOVERNOR,
CRIMINAL JUSTICE DIVISION, TO ADD RAINS COUNTY TO THE RED
RIVER VALLEY DRUG TASK FORCE AND TO PROVIDE FOR OTHER
FINANCIAL AND ADMINISTRATIVE REVISIONS TO THE AFORESAID
RED RIVER VALLEY DRUG TASK FORCE GRANT; MAKING OTHER
FINDINGS AND PROVISIONS RELATED TO THE SUBJECT; AND
DECLARING AN EFFECTIVE DATE.
WHEREAS, the City Council of the City fo Paris, by adoption of Resolution No. 2004-026,
adopted February 9, 2004, as amended by Resolution No. 2004-101, adopted June 14, 2004,
authorized an application to the Office of the Governor, Criminal Justice Division, Texas Narcotics
Control Program, for a Red River Valley Drug Task Force Grant; and,
WHEREAS, a supplemental grant application has been proposed to add Rains County to the
aforesaid Task Force accompanied by an appropriate $25,000.00 cash match provided by Rains
County, and providing for other administrative and financial revisions as stated in said supplemental
grant application; and,
WHEREAS, the City Council of the City of Paris has agreed to and is prepared to further
agree to provide matching monies for the said project in the amount of $25,000.00, reflecting an
adjustment as required by the aforesaid supplemental grant application; and,
WHEREAS, the City Council of the City of Paris has agreed and continues to agree that, in
the event ofloss or misuse of the criminal justice funds, the City Council of the City of Paris assures
that the funds will be returned to the Criminal Justice Division in full; and,
WHEREAS, the City Council desires to authorize the Mayor, City Manager, and appropriate
City staff to accept and implement said supplemental grant (if same is received) without further action
of City Council; and,
WHEREAS, in conjunction with said grant application, if deemed appropriate and necessary,
the City of Paris and the counties of Lamar, Fannin, Hopkins, Delta, Franklin, and now joined by
Rains County, the cities of Bonham and Sulphur Springs, the 8th Judicial District Attorney for Delta
and Franklin Counties shall enter into a contract or contract amendment agreeing to be bound by the
requirements of the aforesaid Supplemental Grant; and,
WHEREAS, the form of any such revised or amended contract, if same is required, should
in all things be approved, and the City Manager should be authorized to execute the same; NOW,
THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS,
TEXAS:
Section 1. That the findings set out in the preamble to this resolution are hereby in all things
approved.
Section 2. That submission of a supplemental grant application for the Red River Valley
Drug Task Force to the Office of the Governor, Criminal Justice Division, be, and the same is hereby
approved for the project entitled "Red River Valley Drug Task Force" for the period beginning June
1, 2004, and ending May 31, 2005, the purpose of same being to include Rains County in the
aforesaid Task Force accompanied by the appropriate $25,000.00 cash match, and to authorize and
implement administrative and financial revisions as set out in said Supplemental Grant, the total
amount of the aforesaid grant following the acceptance of said supplement to be $957,919.00, same
being 79.4% federal funds totaling $760,250.00 and 20.6% local matching funds totaling
$197,669.00, with the City of Paris being responsible for such matching funds.
Section 3. That the City Manager be, and he is hereby, appointed as the Authorized Official
of said project and is authorized and directed to execute, on behalf ofthe City of Paris, the application
for supplemental grant under the terms and conditions and in the form approved by the City Attorney.
Section 4. That the Chief of Police be, and he is hereby, appointed as Project Director and
is hereby authorized to execute and deliver, on behalf of the City of Paris, all reports,
communications, assurances, and documents necessary for the completion of the aforesaid project,
as revised in accordance with the aforesaid supplemental grant.
Section 5. That the Director of Finance be, and he is hereby, authorized and directed to serve
as the Financial Officer for said project and to receive and distribute funds for purposes of the Red
River Valley Drug Task Force, including such additional funds as shall be appropriate pursuant to the
aforesaid supplemental grant.
Section 6. That the City Manager, the Chief of Police, and any other appropriate City
officials are hereby authorized to execute any and all necessary documents incident to the
supplemental grant application approved herein and to apply for, accept, reject, alter, or terminate
the grant as supplemented.
Section 7. That the Mayor, City Manager, Chief of Police, and the Finance Director be
authorized and directed to execute, on behalf of the City of Paris, any and all documents necessary
for acceptance and implementation of said supplemental grant upon notice of award thereof by the
Office of the Governor, Criminal Justice Division, under the terms and conditions and in the forms
approved by the City Attorney, and to proceed with use of said funds upon receipt thereof for the
purposes stated herein and in accordance with the grant conditions.
Section 8. That the form of the contract or any contract supplement as the same shall be
required as a result of the aforesaid supplemental grant between the City of Paris and the Counties
of Lamar, Fannin, Hopkins, Delta, Franklin, and now joined by Rains County, the Cities of Bonham
and Sulphur Springs, and the 8th Judicial District Attorney for Delta and Franklin Counties, wherein
the agencies agree to be bound by the requirements of said supplemental grant, shall be and the same
is hereby, approved.
Section 9. That the City Manager be, and he is hereby, authorized and directed to execute,
on behalf of the City of Paris, any such supplement or amendment to the aforesaid Interagency
Agreement, as shall be required as a condition of acceptance of the aforesaid supplemental grant.
Section 10. That this resolution shall be effective from and after its date of passage.

Administrative Secretary - City of Paris: Assists the
commander in paperwork that is reported to the
Criminal Justice Division, and Texas Department of
Public Safety, including the grant application,
deficiencies, budget adjustments, Annual and Six
Month Progress Reports, and any reports or other
paperwork dealing with the grant. Will deal directly
with incoming and outgoing correspondence;
maintain a computer database of civil cases;
computer log of petty cash, inventory, and
confidential fund expenditures; maintain personnel
records and timesheets, Narcotics Service Reports,
vendor, and civil files; makes hotel reservations and
travel per diem requests, prepares required
requisitions and subsequent purchases of supplies
and equipment; keeps all expenses incurred by task
force in accounting software. Must have graduated
from high school or have a GED equivalent, and
preferably two years college training as secretary.

maintenance of TLETS computer tower. Approves
report transfers to Austin, performs other office
support functions such as file maintenance, mail
distributions, general typing, and interacts with the
general public to answer questions pertaining to the
task force and refers other questions to supervisors,
