03-D Bldg. & Standard 9-20-04 MINUTES OF THE REGULAR MEE TIN G OF THE BUILDING AND STANDARDS COMMISSION Monday, September 20, 2004 4:00 P.M. 1. Chad Brown called the Building and Standards Commission Meeting to order at 4:00P.M. Roll was called. A. The following members were present: Chad Brown Mary Crumpler Greg Wilson Harrell Tippitt Ryan Lassiter Brad Archer B. The following members were absent: Tommy Robinson Mark Rothfuss Ward Hall Pike Burkhart Lucius Joe, Jr. 2. Approval of Minutes of previous meeting: A motion was made by Mary Crumpler to approve the meeting minutes, and Chad Brown seconded the motion. The motion carried unanimously 3. Public hearing to consider presentations by Code Inspector of the City of Paris, and owner(s) and I or lien holders of the below listed properties which have been given notice of a violation of City Ordinance that structures need to be demolished because of fire damage: A. 1275 6th Street NE, Lot 2, Block 2, Hull Addition There were no comments from the audience concerning this property. Chad Brown made a motion that the building be demolished within 30 days with a $1000 per day civil penalty and, if the building is not demolished within the 30 day time period, the City will demolish the building. Ryan Lassiter seconded the motion. The motion carried unanimously. B. 931 6th St. SW, south part of Lot 6, Block 4, Locust Hill Addition There were no comments from the audience concerning this property. Harrell Tippitt made a motion that the building be demolished within 30 days with a $1000 per day civil penalty and, if the building is not demolished within the 30 day time period, the City will demolish the building. Ryan Lassiter seconded the motion. The motion carried unanimously. D. 255 13th St. NW, Lot 26, City Block 191 There were no comments from the audience concerning this property. Greg Wilson made a motion that the building be demolished within 30 days with a $1000 per day civil penalty and, if the building is not demolished within the 30 day time period, the City will demolish the building. Harrell Tippitt seconded the motion. The motion carried unanimously. E. 805 4th St. NW, Lot 1, City Block 99 There were no comments from the audience concerning this property. Harrell Tippitt seconded the motion. The motion carried unanimously. G. 970 Pine Bluff, Lot 8, City Block 34 Mr. Bill Walker spoke on behalf of Sheila Bradley the Owner of the property. Mr. Walker is Ms. Bradley's father and is currently working on the house. Mr. Walker explained his plan for the rehabilitation of the property. Harrell Tippitt seconded the motion. The motion carried unanimously. H. 11215th St. NE, Lot 5, Block 3, Hull Addition There were no comments from the audience concerning this property. Ryan Lassiter made a motion that the building be demolished within 30 days with a $1000 per day civil penalty and, if the building is not demolished within the 30 day time period, the City will demolish the building. Harrell Tippitt seconded the motion. The motion carried unanimousl y N. 418 W. Campbell, Lots 4-D and 4-E, City Block 98 There were no comments from the audience concerning this property. Mary Crumpler abstained from this vote. Greg Wilson made a motion that the building be demolished within 30 days with a $1000 per day civil penalty and, if the building is not demolished within the 30 day time period, the City will demolish the building. Harrell Tippitt seconded the motion. The motion carried unanimousl y o. 519 W. Austin, Lot 26, City Block 119-B Mr. Wayne Miller spoke on behalf of his mother who is the Owner of the property. Mr. Miller's mother died in 1997 and she did not have a will. The ownership of the property was not transferred to anyone after her death. Chad Brown made a motion that the building be demolished within 30 days with a $1000 per day civil penalty and, if the building is not demolished within the 30 day time period, the City will demolish the building. The motion carried unanimousl y 425 5th St. SW, Lot 19, City Block 119-B Mr. Franklin Makovic, the Owner of the property, stated that he intended to transfer ownership to the City. Greg Wilson made a motion that the building be demolished within 60 days with a $1000 per day civil penalty and, if the building is not demolished within the 60 day time period, the City will demolish the building. Ryan Lassiter seconded the motion. Ms. Embry is the Owner of the property. Mr. Simms outlined his plans to rehabilitate the property. Greg Wilson made a motion that the building be repaired or demolished within 60 days with a $1000 per day civil penalty and, if the building is not repaired or demolished within the 60 day time period, the City will demolish the building. The building must also be secured in one week. Harrell Tippitt seconded the motion. Receipt of report from the Historic Preservation Commission regarding structures considered by code inspectors to be in violation of Article III of Chapter 7 of the Code of Ordinances of the City of Paris, Texas, entitled "Substandard and Dangerous Buildings and Structures," and found to be buildings or structures that can be rehabilitated and designated on the National Register of Historic Places, as a recorded Texas Historic Landmark, or as historic property as designated by the City Council of the City of Paris. The memo was presented to the Commission concerning the property at 505 3rd St. NW. 5. Status report related to the properties on which the Commission has previously issued orders.
