All permittees shall be required to 'comply with the requirements of Chapter 6 of the
City's Code of Ordinance. The following are certain excepted portions of that chapter.
SECTION 6-4 Taxiing and Traffic Rules Adopted for Airport.
The taxiing rules and traffic rules as contained in the Airman's Information Manual (AIM), published by the U. S.
Department of Transportation, are hereby adopted, together with any amendments hereafter made thereto, and are made
a part of this chapter, and the same shall govern all matters covered therein at the airport.
SECTION 6-22 (c) Permits issued under this section are of one (1) year or less duration, and may be revoked after
ten (10) days' notice and hearing for the failure to comply with this article.
SECTION 6-22 (d) All permittees shall have a minimum of two hundred fifty thousand dollars ($250,000.00) for each
person and five hundred thousand dollars ($500,000.00) for each single occurrence for bodily injury or death and one
hundred thousand dollars ($100,000.00) for each single occurrence for injury to or destruction of property insurance
coverage with the City being reflected as an additional insured in their policies; and, additionally, permittees must meet
or exceed insurance to meet current state, FAA Rules and Regulations and federal law, if any, for their particular activity
or activities.
SECTION 6-25. General Standards.
Each Operator must, in his operations on the airport under which aeronautical serves are furnished the public, including
the sale of any aeronautical parts, materials, or supplies, furnish such service on a fair, equal, and not unjustly
discriminatory basis to all users thereof, and charge fair, reasonable, and not unjustly discriminatory basis to all users
thereof, and charge fair, reasonable, and not unjustly discriminatory prices for each unit or service; provided that the
operator may be allowed to make reasonable and nondiscriminatory discounts, rebates, or other similar types of price
reductions to volume purchasers.
SECTION 6-27. Flight Training Activities.
The following standards shall apply to the conduct to flight training activities on Cox Field:

The operator must provide, on a full-time basis, personnel and equipment appropriate to the types
of training planned.
(2)
The operator must make available a number of aircraft of specific types, compatible with proposed
training.
(3)

The operator must provide classroom space for ground school training.
The operator must meet certification requirements of the Federal Aviation Administration to conduct
the proposed training.
SECTION 6-28. Aircraft charter and taxi service.
The following standards shall apply to aircraft charter and taxi service supplies or furnished at Cox Field:

The operator mush provide assurance of the availability of suitable aircraft, with qualified operators.
The operator must provide satisfactory mangements for checking passengers, handling luggage,

SECTION 6-29. Crop dusting and spraying.
ticketing and ground transportation.
The following standards shall apply to crop dusting and spraying operations conducted from Cox Field:

The operator must make suitable arrangements for the safe storage and containment of noxious
chemical material.
(2)
The operator must provide aircraft suitably equipped for agricultural operations with adequate
safeguards against spillage on runways and taxiways, or dispersal by wind force to other operational
areas of the airport.
(3)
All empty cans, barrels, sacks or other containers that result from the agricultural operations must be
placed in containers and disposed of in a reasonable length of time.
SECTION 6-30. Aircraft rental and sale.
The following standards shall apply to the sale or rental of aircraft at Cox Field:

The operator must have a sales or distributorship ftanchise from and aircraft manufacturer for new
aircraft, or adequate sources of used aircraft.
The operator must provide suitable sales and office facilities, leased, rented or constructed on the
airport property.
The operator must provide arrangements at Cox Field for the repair and servicing of sales aircraft
during the sales guarantee.
The operator must provide a stock of spare parts for the principal aircraft types for which sales
privileges are granted.
SECTION 6-31. Aircraft, engine and accessory maintenance.

The operator must provide minimum hangar, shop and storage space as prescribed by the City.
The operator must make available repairmen and mechanics in such fields as airframe and engine
maintenance requires.
SECTION 6-32. Airport tenant self-service fueling.
The following standards shall apply to a tenant at Cox Field who has a current lease with the City and desires to self-fuel
his own airplane or airplanes:

SECTION 6-33. Penalty.
The self-fueler must have a current hangar lease with the City.
(a) Any person performing any of the functions for which a permit is required under this chapter without having a valid
permit for the same shall be guilty of a misdemeanor and upon conviction shall be subject to punishment as provided
in section 10-6 of this Code.
(b) Any person violating any provision of this chapter dealing with fire safety or zoning shall be guilty of a misdemeanor

and upon conviction shall be fined any sum not to exceed two thousand dollars ($2,000.00).
The City reserves the right to further develop or improve the landing area of the
airport as it sees fit, regardless of the desires or views of the operator, and without
interference or hindrance.
Permits shall be reviewed annually by the Airport Advisory Board, which shall make
recommendations to the City Council for or against renewal. It shall recommend
renewal if the permittee has complied with all relevant provisions of this article. and
applicable laws.
