04-A Bldg & Stnds Min 11-15-04 MINUTES OF THE REGULAR MEETING OF THE BUILDING AND STANDARDS COMMISSION Monday, November 15, 2004 4:00 P.M. 1. Chad Brown called the Building and Standards Commission Meeting to order at 4:00P.M. Roll was called. A. The following members were present: Chad Brown Mary Crumpler Lucius Joe, Jr. Harrell Tippitt Ryan Lassiter Brad Archer B. The following members were absent: Tommy Robinson Mark Rothfuss Ward Hall Pike Burkhart Greg Wilson 2. Approval of Minutes of previous meeting: A motion was made by Lucius Joe, Jr. to approve the meeting minutes, and Mary Crumpler seconded the motion. The motion carried unanimously 3. Public hearing to consider presentations by Code Inspector of the City of Paris, and owner(s) and / or lien holders of the below listed properties which have been given notice of a violation of City Ordinance that structures need to be demolished because of fire damage: A. 1123 S. Main Street, Lot 4, City Block 158-A Mr. Mike Adkins spoke to the Commission regarding this property. He stated that his intention was to demolish the structure. He requested 90 days to get this accomplished. Brad Archer made a motion that the building be demolished within 90 days with a $1000 per day civil penalty and, if the building is not demolished within the 90 day time period, the City will demolish the building. Lucius Joe, Jr. seconded the motion. The motion carried unanimously. B. 324 E. Chad Brown seconded the motion. The motion carried unanimously. I. 335 E. Booth, Lot 8, City Block 60-A Ms. Lucille Johnson and her daughter Loretta Johnson were at the meeting to speak to the Commission about this property. They stated that while they were in agreement that the structure needs to be demolished; they could not afford to have the work done. They questioned the Commission about the financial impact of the Commission’s order. John Lestock addressed the lien process and what their financial responsibilities would be. Brad Archer made a motion that the building be demolished by the City without any civil penalties. Ryan Lassiter seconded the motion. The motion carried unanimously. th J. 425 5 Street N.E., Lot 19, City Block 60 There were no comments from the audience concerning this property. City Block 88 Mr. Junior Reed Spoke to the Commission and stated that he intends to rehabilitate this property. He feels that the work will require 3-4 months and cost about $10,000. Harrell Tippitt made a motion that the building be secured within 7 days and that this item be continued at the next meeting. This will allow Mr. Reed to present his plan to the Commission so that a 4 month duration can be granted. Ryan Lassiter seconded the motion. The motion carried unanimously T. 935 W. Garrett, Lot 2, City Block 101 Mr. Reuben Gray stated that he wants to rehabilitate this property. Ryan Lassiter made a motion that the building be secured within 7 days and repaired within 90 days. Garrett, Lot 3, City Block 101 Mr. Reuben Gray stated that he was trying to buy this property so that he could demolish the building. Brad Archer made a motion that this item be tabled until the next meeting. Ryan Lassiter seconded the motion. The motion carried unanimously V. 1015 W.
