The Historic Preservation Commission Meeting was called to order by Chairman Arvin Starrett at 4:00 P.M. A.The following members were present: Barbara Wilson, Vice-Chairman Paul Denney Sue Lancaster Claudia Hunt Jerry Raper Alternates:Brian Wear Becki Norment (arrived at 5:30) B.The following members were absent: Ann Rodgers C.Also present was Lisa Wright, Historic Preservation Officer. 2. Motion to approve the minutes Approval of minutes from previous meetings. from October 14, 2002, May 24, 2004, and June 9, 2004, was made by Sue Lancaster, seconded by Claudia Hunt. Motion carried 7-0. 3. Discussion of and possible action on approving and adopting the 13 Most Endangered Properties List for 2004 and authorizing the Historic Preservation Officer to register such properties in the Historic Endangered Landmark The Commission Program (HELP) under the Texas Historical Commission. selected the following properties for inclusion in the list: A.1970 Clarksville Street (Early House) B.21 Lamar Avenue (Grand Theater) C.37 Clarksville Street (former Automatic Gas building) D.123 S. Main Street (former Alexander's Book Store) E.504 Lamar Avenue (Miramar Apartments) F.308 S. Main Street (YWCA) June 28, 2004 Page 2 G.260 S. Main Street (Belford Apartments) H.442 S. Main Street (Congregational Church) I.357 W. Kaufman (Church of Christ Scientist) J.946 S. Main Street (Gibson House) K.265 S. Main Street (Gibraltar Hotel) L.623 6th Street S.E. (Gibbons House) M.714 Graham Street (Baldwin House) 4. Public hearing to receive citizen comments regarding declaring the following properties as a historic landmarks: A. - Motion to declare the property a 714 Graham Street (Baldwin House) landmark was made by Sue Lancaster, seconded by Barbara Wilson. Motion carried 7-0. B. - Motion to declare the property 623 6th Street S. E. (Gibbons House) a landmark was made by Paul Denney, seconded by Claudia Hunt. Motion carried 7-0. C. - Linda Hood, the owner of the 1970 Clarksville Street (Early House) property, was present and stated she did not have the money to make repairs to the property and was hoping to sell it. Chairman Starrett advised her that the Commission had just voted to place the property on the 13 Most Endangered List and hopefully this would make grants available to help her. Motion to declare the property a landmark was made by Barbara Wilson, seconded by Sue Lancaster. Motion carried 7-0. D. - Ben Fowzer, a 410 W. Kaufman Street (First Presbyterian Church) member and treasurer of the church, was present and stated that the property has already been designated by the state, and he would like to see the church included on the local list. Motion to declare the property a landmark was made by Claudia Hunt, seconded by Brian Wear. Motion carried 7-0. E. - Motion to declare 357 W. Kaufman Street (Church of Christ Scientist) the property a landmark was made by Barbara Wilson, seconded by Paul Denney. Motion carried 7-0. 5. Discussion of and possible action on the proposed historic landmarks and recommending such designations to the Planning and Zoning Commission. June 28, 2004 Page 3 Action was taken as listed above. Motion to forward the properties to the Planning and Zoning Commission was made by Claudia Hunt, seconded by Sue Lancaster. Motion carried 7-0. 6. Public hearing receive citizen comments regarding designating a historic overlay district on parts of S. Church Street, S. Main Street, and 1st Street S.W. and the adoption of the Rehabilitation Standards of the U. S. Secretary of Interior, as follows: starting at the intersection of W. Sherman Street and 1st Street S.W., thence south along 1st Street S.W. to Hearne Street, thence east along Hearne Street to S. Church Street, thence north along S. Church Street to Kaufman Street, with the following additions and exclusions: The following lots are west of 1st Street S.W. and shall be included in the area: City Block 137, Lots 6, 6A, 7, 8, 9, 10, 11, and 12; City Block 149, Lots 6, 7, 8, 9, 10,10A, 11, and 12; and City Block 156, Lots 7, 8, 9, 10, 11, 12, and 13. The following lots are east of S. Church Street and shall be included in the area: City Block 181, Lots 1, 2, 3, 5, 6, and 9; City Block 140, Lots 1, 2, 3, 4A, 4B, 5, 7, 8, 9, 10, 11, 12, 13, 14, and 15; and, City Block 159, Lots 1, 2, 3, 4, 7, 8, 9, 10, 11, 12, 15, 15B, 16, 17, and 18A. The following lots are north of Hearn Street and shall be excluded from the area: City Block 157, Lots 17, 18, 19, 20, and 21; and City Block 158-A, Lot 3 (to be known as the South Church, South Main, and 1st Street S.W. Historic District [a.k.a. Church Street Historic District]). Chairman Starrett declared the public hearing open and asked everyone who wished to speak to sign in at the back of the room. Bobby Stillwell spoke in opposition of the designation, stating that what the Commission wanted to do amounted to Hilterism and Communism. Wynona Carlton spoke in opposition of the designation, stating it would cause property values to increase. James Watson spoke in opposition of the designation. Rosemary Carlson spoke in opposition of the designation. Ann Atnip spoke in opposition of the designation. Linda Ridder, Paris Living, spoke in favor of the designation. June 28, 2004 Page 4 Reginald Hodges spoke in opposition of the designation, stating that property owners should get a vote on the matter. Trey Elliot spoke in favor of the designation, stating that he felt it was their responsibility to leave legacy. Jessi and Ricky Gheen spoke in favor of the designation, stating they would love to see Church Street preserved as it is. Kelly Wickersham spoke in opposition of the designation, stating that the ordinance was not legal. Ann Harper spoke in favor of the designation. Margie Bell spoke in opposition of the designation, stating we are all trying to go in the same direction, but that they owners should not be forced to do anything. Linda Vandever spoke in favor of the designation, stating she did not own property in the area, but would be interested in moving there. She stated that Williamsburg Shopping Center sits on the site where an old historic home was once located, but it was torn down in the name of progress. Clifton Fendley spoke in favor of the designation, stating he would not have purchased his house if not for the possibility that the area would be preserved. Hunter Moore spoke in favor of the designation. Matt Frierson spoke in favor of the designation, stating the he and others like him are the future, and they should help preserve the historic areas. Bill and Jean Canidate spoke in opposition of the designation. Louise Hagood spoke in favor of the designation, stating she would like the Commission to establish a district on Pine Bluff where she lives. Bill Bone spoke in opposition of the designation. Suzy Harper spoke in favor of the designation. June 28, 2004 Page 5 Pike Burkhart, Sr. spoke in favor of the designation. Bill Hindman spoke in opposition of the designation, stating it was selective discrimination. Chairman Starrett reported to the Commission that he had letters from Judy Gibbons and Linda Su Suarez in favor of the designation. Chairman Starrett declared the public hearing closed. 7. Discussion of and possible action on the Church Street Historic District and recommending such designation to the Planning and Zoning Commission. Motion to designate the Church Street Historic District and forward the recommendation to the Planning and Zoning Commission was made by Barbara Wilson, seconded by Sue Lancaster. Motion carried 8-0. 8. Discussion of and possible action on declaring the following properties as a historic landmarks and setting a public hearing on same: A. 625 W. Washington Street (Old County Hospital and adjacent - Motion to designate the property as a buildings/Agape House) landmark and set a public hearing on the same was made by Becki Norment, seconded by Sue Lancaster. Motion carried 8-0. B. Part of 1033 Bonham Street (Old Sanitarium Children's Wing located on - Motion to designate the the Coca-Cola Enterprises, Inc. property) property as a landmark and set a public hearing on the same was made by Becki Norment, seconded by Claudia Hunt. Motion carried 8-0. 9. The HPO reported Receipt of report from the Historic Preservation Officer. that she was researching abatement policies and would present something to the Commission for review at a future meeting. 10. The Commission requested Request items from Board for future agendas. that they review demolition by neglect one more time and that they discuss salvaging architectural elements from dilapidated structures. 11.The meeting adjourned at 5:13 p.m. APPROVED this 22nd day of November, 2004.
