04-A Bldg & Stnds Min 06-21-04 MINUTES REGULAR MEETING CITY OF PARIS BUILDING AND STANDARDS COMMISSION PARIS JUNIOR COLLEGE BOBBY R. WALTERS APPLIED TECHNOLOGY BUILDING, ROOM 1206 WEST ENTRANCE 2400 CLARKSVILLE STREET PARIS, TEXAS MONDAY, JUNE 21, 2004 4:00 0'CLOCK P.M. 1.The Building and Standards Commission meeting was called to order by Chairman Chad Brown at 4:00 p.m. Chairman Brown announced that alternates were needed to establish a quorum. A.The following members were present: Chad BrownMary Crumpler Ward HallHarrell Tippitt Patrick BrownLucius Joe, Jr. (arrived at 4:15 p.m.) B.The following members were absent: Tommy RobinsonMark Rothfuss Pike BurkhartGreg Wilson C.Also in attendance were Lisa Wright, Director of Community Development; John Lestock, Asst. City Attorney; Mike Alexander, Code Inspector; and Lisa Overturf, Code Inspector. 2. None were presented for Approval of minutes from previous meetings. approval. 3. Public Hearing to consider presentations by City of Paris Code Inspectors and owner(s) and/or lien holder(s) of the below properties who have been given notice of a violation of Article III of Chapter 7 of the Code of Ordinances of the City of Paris, Paris, Texas, entitled “Substandard and Dangerous Buildings and Structures”: A. - Motion to demolish the 348 1st Street N.E., Lot 3, City Block 58 structure within 30 days with a $1000 per day civil penalty and, if the building is not demolished within the 30 day time period, the City will demolish the building, was made by Chad Brown, seconded by Mary Crumpler. Motion carried 5-0. B. - Elders Baker and Moore were 516 5th Street N.E., Lot 13, City Block 61 present and said they were going to a conference next week to ask for funding to help tear the building down. Motion to continue this item for June 21, 2004 Page 2 30 days was made by Patrick Brown, seconded by Harrell Tippitt. Motion carried 6-0. C. 2830 E. Cherry Street, Part of Lots 6, 7, and 8, Block 4, Springlake - Motion to demolish the structure within 30 days with a $1000 Addition per day civil penalty and, if the building is not demolished within the 30 day time period, the City will demolish the building, was made by Harrell Tippett, seconded by Mary Crumpler. Motion carried 6-0. D. 110 19th Street S.E., Lot 10 and the north 25' of Lot 11, Block 1, Anita - Yvonne Gray was present to speak and asked for Park Addition enough time to tear the house down. She said she had no money and had been trying to tear the house herself. Motion to demolish the structure within 30 days with a $1000 per day civil penalty and, if the building is not demolished within the 30 day time period, the City will demolish the building, was made by Patrick Brown, seconded by Chad Brown. Motion carried 6-0. E. - Motion to 803 Cedar Street, Lot 17, Block 4, Gibbons Park Addition demolish the structure within 30 days with a $1000 per day civil penalty and, if the building is not demolished within the 30 day time period, the City will demolish the building, was made by Patrick Brown, seconded by Harrell Tippitt. Motion carried 6-0. F. - Michael and Tina Gentry spoke and 1253 Graham, Lot 9, City Block 48 stated they had taken this house in trade for another and have done some work on it. Motion to demolish the structure within 60 days or bring to code, with a $1000 per day civil penalty and, if the building is not demolished within the 30 day time period, the City will demolish the building, was made by Chad Brown, seconded by Patrick Brown. Motion carried 6-0. G. - Motion to demolish the 1300 W. Kaufman, Lot 12, City Block 128 structure within 30 days with a $1000 per day civil penalty and, if the building is not demolished within the 30 day time period, the City will demolish the building, was made by Ward Hall, seconded by Harrell Tippitt. Motion carried 6-0. H. - Motion 15 W. Neagle, Lot 19, Block B, Subdivision of City Block 170-B to demolish the structure within 30 days with a $1000 per day civil penalty and, if the building is not demolished within the 30 day time period, the City will demolish the building, was made by Mary Crumpler, seconded by Lucius Joe, Jr. Motion carried 6-0. Receipt of report from the Historic Preservation Commission regarding structures considered by code inspectors to be in violation of Article III of Chapter 7 of the Code of Ordinances of the City of Paris, Paris, Texas, entitled “Substandard and Dangerous Buildings and Structures,” and found to be buildings or structures that can be rehabilitated and designated on the National Register of Historic Places, as a recorded Texas Historic Landmark, or as historic property as designated by the City Council of the City of Paris.
