00-AGENDACITY COUNCIL AGENDA Notice is hereby given that the City Council of the City of Paris shall meet in regular session at 5:30 p.m. on Monday, January 9, 2012. The meeting will be held at the City Council Chamber, 107 E. Kaufman Street, in Paris, Texas. The matters to be discussed and acted upon are as follows: Opening Agenda 1. Call meeting to order. 2. Invocation. 3. Pledge of Allegiance. 4. Citizens' forum. (Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person with specific factual information. Claims against the City, Council Members, or employees, as well as individual personnel appeals are not appropriate for citizens' forum.) Consent Agenda Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable to all items appearing on the Consent Agenda. A Council Member may request any item to be removed from the Consent Agenda and considered as a separate item. 5. Deliberate and act on the approval of minutes from the meeting on December 12, 2011. 6. Receive and deliberate on reports and/or minutes from the following boards, commissions, and committees: a. Board of Adjustment minutes (10-4-2011) b. Historic Preservation Commission (10-12-2011; 11-9-2011) c. Paris Economic Development Corporation (11-15-2011) 7. Deliberate on November monthly financial report. 8. Deliberate on November drainage ditch maintenance report. Regular Agenda 9. Deliberate and act on the Preliminary Plat and Final Plat of Lot 1, Block A, Water Tower Place CB 258 Addition, located at 625 25t" Street N.E. 10. Deliberate and act on the Final Plat of Lots 10 thru 16, Block A, Pecan Place Addition Phase III, located in the 4200 Block of Castlegate Drive. 11. Second reading, deliberate and act on an Ordinance disannexing approximately 17.250 acres of undeveloped land forming a portion of the Northeast boundary of the City of Paris; South of CR 42350 (Smallwood Road) and East of Wildwood Lane, Paris, Lamar County, Texas in response to a petition for disannexation filed by property owners Bob and Martha Crockett; making a finding with regard to the value of city services provided to the area compared to property taxes paid by the aforesaid disannexed landowners. 12. Deliberate and provide direction to Staff on improvements to the Trail de Paris and the Sports Complex parking lot. 13. First reading, deliberate and possibly act on an Ordinance Amending Article I of Chapter Two of the Code of Ordinances by amending Sec. 2-1 Rules of Order for Council meetings. 14. Deliberate and act on a Resolution in support of Project "Together We Can." 15. Deliberate and possibly act on a Resolution affirming that the City of Paxis has complied with the requirements of the Public Funds Investment Act and amending the City's Investment Policy. 16. Deliberate and act on a Resolution approving a Sub-Lease Agreement between the Red River Valley Fair Association and the Paris Noon Founders Lion's Club. 17. Deliberate and act on a Resolution authorizing an Interlocal Agreement between the Ark- Tex Council of Governments E9-11 service and PSAP Equipment for the City of Paris; and authorizing the Mayor to execute all necessary documents. 18. Deliberate and provide direction to Staff for the City of Paris General Election 2012 date. 19. Consider and approve future events for City Council and/or City Staff pursuant to Resolution No. 2004-081. 20. Adjournment.
