04-C HPC Min 2004-07-14.wpd MINUTES SPECIAL MEETING CITY OF PARIS HISTORIC PRESERVATION COMMISSION LAMAR COUNTY CHAMBER OF COMMERCE COMMUNITY ROOM 1125 BONHAM STREET PARIS, TEXAS WEDNESDAY, JULY 14, 2004 12:00 0'CLOCK P.M. 1.The Historic Preservation Commission Meeting was called to order by Chairman Arvin Starrett at 12:00 P.M. A.The following members were present: Barbara Wilson, Vice-Chairman Sue Lancaster Claudia Hunt Alternate:Brian Wear B.The following members were absent: Jerry Raper Ann Rodgers Paul Denney Alternate:Becki Norment C.Also present were Lisa Wright, Historic Preservation Officer, and Lindsey Harper, Main Street Director. 2. Discussion of and possible action on approving the following Certificates of Appropriateness: A. - Motion to approve the Pike Burkhart, Sr. - 524 S. Church Street Certificate of Appropriateness was made by Barbara Wilson, seconded by Sue Lancaster. Motion carried 5-0. 3. Public hearing to receive citizen comments regarding declaring the following properties as a historic landmarks: A. 625 W. Washington Street (Old County Hospital and adjacent - Earl Erickson and John Kelly from the Agape buildings/Agape House) House were present and presented a plan showing the exterior modifications that are proposed to be made to the property. They were concerned whether designation would prevent them from making changes to the property that would make it usable. Chairman Starrett July 14, 2004 Page 2 told them the Commission was open to adaptive reuse, especially if the changes are based on state and federal access requirements. Motion to declare the property a landmark was made by Sue Lancaster, seconded by Brian Wear. Motion carried 5-0. B. Part of 1033 Bonham Street (Old Sanitarium Children's Wing located on - No one was present to the Coca-Cola Enterprises, Inc. property) speak either in favor or opposition of the designation. Motion to designate the property a landmark was made by Barbara Wilson, seconded by Brian Wear. Motion carried 5-0. 4. Discussion of and possible action regarding the following structures considered by code inspectors to be in violation of Article III of Chapter 7 of the Code of Ordinances of the City of Paris, Paris, Texas, entitled “Substandard and Dangerous Buildings and Structures,” to determine whether such buildings or structures can be rehabilitated and designated on the National Register of Historic Places, as a recorded Texas Historic Landmark, or as historic property as designated by the City Council of the City of Paris: A.974 E. Polk B.964 E. Polk C.903 10th Street S.E. D.1139 5th Street N.E. E.1150 5th Street N.E. F.1160 5th Street N.E. G.1997 W. Campbell H.610 W. Austin I.519 W. Austin J.424 5th Street S.W. K.400 block of 3rd Street S.W. July 14, 2004 Page 3 L.856 1st Street S.W. Chairman Starrett asked the Commission if there were any properties they wished to pull from the list and discuss separately. Barbara Wilson requested that item L be pulled, and Ms. Wright advised the Commission that Paul Denney had contacted her and requested that item H be pulled. Motion to table item H until July was made by Barbara Wilson, seconded by Brian Wear. Motion carried 5-0. Motion that item L be designated a historic property and pulled from the list was made by Barbara Wilson, seconded by Brian Wear. Motion carried 5-0. Motion that all other properties be forwarded to the Building and Standards Commission for action was made by Barbara Wilson, seconded by Sue Lancaster. Motion carried 5-0. 5. Discussion of status and possible action on the following structures considered by code inspectors to be in violation of Article III of Chapter 7 of the Code of Ordinances of the City of Paris, Paris, Texas, entitled “Substandard and Dangerous Buildings and Structures,” and previously determined by the Historic Preservation Commission to be buildings or structures that can be rehabilitated and designated on the National Register of Historic Places, as a recorded Texas Historic Landmark, or as historic property as designated by the City Council of the City of Paris: A. - Ms. Wright reported that time was running on this 336 3rd Street S.W. property, and she has heard nothing from the owners. Sue Lancaster stated she would contact the owner and ask her to donate the architectural elements. No action was taken. 6. Discussion of and possible action on declaring the following properties as historic landmarks and setting a public hearing on same: A.744 3rd Street N.W. (Bill and Rita Buford) B.2006 Bonham Street (Larry D. Hunt) C.1305 Pine Bluff (Charles Park) Sue Lancaster told the Commission the fire damage on the Pine Bluff property was not that bad. Claudia Hunt stated she thought it was questionable and did not think anyone would spend that kind of money. Motion that all three properties be declared landmarks and that a public hearing be set was made by Sue Lancaster, seconded by Barbara Wilson. Motion carried 5-0. July 14, 2004 Page 4 7. Barbara Wilson Receipt of report from the Historic Preservation Officer. advised the Commission that she had requested that Lindsey Harper attend the meeting to report on signs. Chairman Starrett stated that what the Commission had approved previously just didn’t go quite far enough. Lindsey reported that the City’s sign shop did not have the ability to make the kinds of signs the Commission really wanted. She told the Commission we would look into this further and find a solution. Chairman Starrett asked the HPO to send a letter to everyone in the historic districts advising them of the establishment of the district and what that meant for them. 8.The meeting adjourned at 1:00 p.m. APPROVED THIS 22ND DAY OF NOVEMBER, 2004. ________________________________ Arvin Starrett, Chairman
