City of Paris
The Traffic Commission met in a called session, Tuesday, December 14, 2004,
at 5:15 P.M. in the municipal court room with the following members present:

The City staff was represented by Assistant Chief of Police Bob Hundley.
The meeting was called to order at 5: 15 by acting Chair Ed Ellis. After some
discussion, Mr. Ellis was named as chairman.
Minutes of the last meeting were approved as submitted on a motion by Mr.
Kimbrough, seconded by Mr. Seidle and approved 5-0. (Mr. Mackey and Mr.
Frierson arrived at the meeting after this item.)
1.
Consideration of request to close 3rd Street S.E. from Kaufman St. South
to Austin Street. No action was taken regarding the closure of SE 3 ST.
Assistant Chief Hundley explained that the First Baptist Church
representatives and Shawn Napier were still discussing alternatives to
closing the street.
2.
Consideration of request for placement of Stop Signs for east/west traffic
on Dickson Street at the intersection with 10th Street. AC Hundley
explained the situation of a drainage dip on the east curb line of NW 10
ST. Complaints have been coming from individuals in the immediate area
of the intersection complaining about the loud noises coming from people
'bottoming out' on the dip. The dip is marked by the usual 'dip' signs.
Engineering requested stop signs to stop traffic to stop the noise and the
damage to the street. Motion to install stop signs as requested made by
Mr. Kimbrough, seconded by Mr. Seidle, motion passed 5-0.

Consideration of the request for a no parking area on the north curb line of
NW 3rd ST from Houston St to Graham St and the repositioning of the
center stripe. Motion by Mr. Mackey to approve the no parking area as
requested, seconded by Mr. Seidle, motion passed 6-0.
4.
Consideration of the request to place stop signs for northbound and
southbound traffic on SW 3 St. at the intersection of Hearne, and for
westbound traffic on Hearne at SW 4 ST. This is a new street and has not
been completed at this time. Mr. Kimbrough made a motion to place the
stop signs as requested, seconded by Mr. Seidle, motion passed 6-0.
5.
Consideration of a request for increasing the speed limit on NE 36 ST
from Smallwood Rd to FM 195 was requested by a resident of the area.
Although no accidents had been reported in this area where the speed
limit is 30, future development in the area would most probably require
any adjusted increase of the speed limit to be lowered at a lower date.
Mr. Kimbrough made the motion to not increase the speed limit, seconded
by Ms. Lane, motion passed by a vote of 6-0.
6.
Consideration of a request for historic street signs in the Historic Districts.
Community Development Director Lisa Wright requested that no action be
taken on this matter. Permission from the Texas Department of
Transportation would be required to change any signage along some of
the streets in the historical district. Ms. Wright indicated that she would
seek their input on the signs before any further action would be requested.
7.
Consideration of request concerning truck traffic on Church Street. The
Commission was briefed on the 2 City ordinances regarding truck traffic
inside the City. After discussion of these ordinances, the commission
requested that additional signage for no "through truck traffic" be erected
at Hearn and Church St. Mr. Seidle made the motion for the s i g n s, Ms.
Lane seconded and the motion passed 7-0.
Ms. Lane made a motion to adjourn, seconded by Mr. Fisher and the meeting
ended at 5:35 P.M.
