04-C Hist Pres Min 11-10-04 MINUTES SPECIAL MEETING CITY OF PARIS HISTORIC PRESERVATION COMMISSION CITY HALL WEST ANNEX CONFERENCE ROOM 150 1ST STREET S.E. PARIS, TEXAS WEDNESDAY, NOVEMBER 10, 2004 12:00 0'CLOCK P.M. 1.The Historic Preservation Commission Meeting was called to order by Chairman Arvin Starrett at 12:00 A.M. A.The following members were present: Barbara Wilson, Vice-Chairman Ann Rodgers, Secretary Jerry Raper Sue Lancaster Paul Denney Alternate:Becki Norment B.The following members were absent: Claudia Hunt Alternate:Brian Wear C.Also present was Lisa Wright, Historic Preservation Officer. 2. Consideration of and action on the following Certificate of Appropriateness: A.. Motion to 308 S. Main Street - YWCA of Paris and Lamar County approve the COA with the condition that the chain link be removed as opposed to covered by the wooden fence was made by Barbara Wilson, seconded by Jerry Raper. Motion carried 5-0. Commissioner Denney arrived. B.. The YWCA 308 S. Main Street - YWCA of Paris and Lamar County reported that they were allotted $2,000.00 to replace the sign by December 31. Barbara Wilson advised the YWCA that their design did not conform to standards for the district. Motion to table the item until the YWCA could revise the materials and the design was made by Jerry Raper, seconded by Sue Lancaster. Motion carried 6-0. Becki Norment arrived. C. Motion to approve the 265 1st Street S.W. - Kenneth and Rita Kammer. COA with the conditions that the wall be topped with running brick, that the hadite block be stuccoed including to cover the joints, and that the Kammers apply for another COA for the paint color was made by Paul Denney, seconded by Jerry Raper. Motion carried 7-0. D. Suzy Harper 122 and 138 Lamar Avenue - Police Athletic League. presented photographs and color swatches to the Commission for review. Motion to approve Sedona Clay for the back brick portion of the building, Virtual Taupe for the Young Life entrance, Nomadic Desert for the Young Life building, and Copper Nail across the top of all buildings was made by Barbara Wilson, seconded by Sue Lancaster. Motion carried 7-0. 3. Discussion of and possible action on directions to ArchiTexas on Design Commission members were Guidelines for the Downtown Historic District. presented with the list of changes made at the November 6 meeting. Motion to approve the list was made by Barbara Wilson, seconded by Sue Lancaster. Motion carried 7-0. 4. The HPO presented Receipt of report from the Historic Preservation Officer. the attached report. 5. Paul Denney requested that Request items from Board for future agendas. the Commission review properties it had previously pulled from the BSC lists to allow them to move forward.
