04-B PEDC Minutes 12-22-04 REGULAR MEETING OF THE PARIS ECONOMIC DEVELOPMENT CORPORATION December 22, 2004 The Paris Economic Development Corporation met in regular session at 4:00 p.m., Wednesday, December 22, 2004 in the Community Room of the Lamar County Chamber of Commerce, 1125 Bonham Street, Paris. Texas. President Don Wall called the meeting to order with the following Directors present: Sims Norment and Richard Severson. Also present were Executive Director Gary Vest, Ex-Officio member Derald Bulls, City Manager Tony N. Williams, City Attorney Larry W. Schenk, Assistant Director Chad Manning, and Assistant City Clerk Sherian Dixon. President Wall called for approval of the minutes for November. It was noted that there were two different sets of minutes for the same meeting and that the original minutes by Assistant Director Manning would be the accepted minutes. Director Norment - motion to approve. Director Severson - second. Motion carried unanimously. City Finance Director Gene Anderson came forward to give the Financial Report for November. 1. Cash Flow Statement - Routine 2. Sales Tax Receipts - $100,256.78, up from last year 3. Expenditures - Routine Director Severson - motion to approve. Norment - second. Motion carried unanimously. Directors Report - Gary Vest 1. Groundbreaking Ceremony - C Tech - Paris Industrial Park - January 4, 2005 10:00 a.m. Contract with Harrison, Walker and Harper. 2. Update on Industrial Park progress - 2 change orders with Stephens contract. 3. Update on Hearne Street - Finished - awaiting final inspection Needs barricade at dead end. 4. Trans-Texas Corridor - determination not settled yet - will have Public Hearing in Paris, February 14, 2005. 5. Property next to Industrial Park - owned by Noel Philley, asking $35,500. - told him not interested. 6. Train Derailment at Flexolite - because not enough adequate drainage under rail - small drain pipe $100,000 to put in Larger drain pipe - Flexolite will be putting in new pipe 7. Geologic Report on Superior property - buried fuel tank has to come out - cost $50,000-70,000. Traces of 2 chemicals in soil Bldg. In bad shape - Owner, Dan Zimmerman, wanted to carve 15 acres out of the 20 acres and sell to PEDC. President Wall wanted to wait and build up reserved before considering buying any more land 8. Atmos - Has contract for 3 acres in Industrial Park - will be service center with trucks, office and community room Prospects: 1. Call Center - wanted too many incentives- too much competition Another call center already operating in Paris 2. Distribution Center - still working on this 3. Sprinkler Company - still working on this 4. Helicopter Air Ambulance - will be in Paris on January 11, 2005 To view the properties - they are coming Director Norment requested a quarterly update on all the projects. Discussed doing some visits to local industries. On T & K Machine, Mr. Vest said they haven’t moved on the agreement and are not ready to commit. On C-Tech, Mr. Vest said there will be a provision in the contract, if they don’t start construction in 12 months, the property reverts back to PEDC. On a question from President wall concerning the antenna at the Industrial Park, Mr. Vest said the property needs to be re-zoned to Planned Development Industrial.
