1. The Historic Preservation Commission Meeting was called to order by
Chairman Arvin Starrett at 10:10 A.M.
A.The following members were present:
Barbara Wilson, Vice-Chairman
Sue Lancaster
Paul Denney
Alternate:Becki Norment
B.The following members were absent:
Ann Rodgers, Secretary
Claudia Hunt
Jerry Raper
Alternate:Brian Wear
C.Also present was Lisa Wright, Historic Preservation Officer.

Consideration of and action on the following Certificate of Appropriateness:
A. - Motion to excuse
265 S. Main Street - Gibralter Renovations, Inc.
Barbara Wilson from the meeting was made by Paul Denney, seconded
by Sue Lancaster. Motion carried 4-0. Motion to approve the COA was
made by Sue Lancaster, seconded by Becki Norment. Motion carried
4-0. Motion to allow Barbara Wilson to return to the meeting was made
by Sue Lancaster, seconded by Becki Norment. Motion carried 4-0.
Becki Norment excused herself from the meeting at 10:15 a.m.

Workshop to review and make possible modifications to the Design
The Commission
Guidelines for the Downtown Historic District.
recommended the following responses and changes to the draft guidelines:
A.In response to the questionnaire:
1.Yes. Good imitation materials that are cost effective are okay
2.Yes. On a case-by-case basis
3.Okay with AT recommendation
4.None on primary, bars and rolldowns on secondary
5.Yes.
6.Yes. Specify a palette that is district-specific, allow for a
variance
7.Yes. Not completed yet
B. Design guidelines:
p. 4Last sentence, add to read “All reconstruction, renovation, infill, or
repair...”
p. 25Change all references from Liberty National Bank Building to Old City
National Bank Building
p. 25Change Rodgers-Wade Warehouse to Rodgers-Wade Furniture
Company. Insure Rodgers-Wade is spelled consistently throughout.
p. 25Gibraltar is misspelled throughout.
p. 26Dulaney Building no longer survives.
p. 27Change Margraves Building to First State Bank Building.
p. 28Change to read “band performances and weddings . . .”
p. 29Remove “Today it continues to serve its original purpose.” Replace

Commission had not completed the review.
5.Paul Denney advised the Commission he had another engagement, so the
meeting adjourned at 11:15 a.m.
