04-C Hist Pres Min 11-22-04 MINUTES REGULAR MEETING CITY OF PARIS HISTORIC PRESERVATION COMMISSION CITY HALL WEST ANNEX CONFERENCE ROOM 150 1ST STREET S.E. PARIS, TEXAS MONDAY, NOVEMBER 22, 2004 4:00 0'CLOCK P.M. 1. The Historic Preservation Commission Meeting was called to order by Chairman Arvin Starrett at 4:00 P.M. A.The following members were present: Barbara Wilson, Vice-Chairman Ann Rodgers, Secretary Claudia Hunt Sue Lancaster Paul Denney Jerry Raper Alternate:Brian Wear (arrived at 4:05 p.m.) B.The following members were absent: Alternate:Becki Norment C.Also present was Lisa Wright, Historic Preservation Officer. 2. Motion to approve the minutes Approval of minutes from previous meetings. from the March 30, 2004; June 28, 2004; July 14, 2004; October 18, 2004; and October 25, 2004 meetings was made by Barbara Wilson, seconded by Sue Lancaster. Motion carried 8-0. 3. Consideration of and action on the following Certificate of Appropriateness: A. - Motion was made to excuse Barbara 225 1st Street S.E. - Don Wilson Wilson from the meeting, seconded by Brian Wear. Motion carried 7-0. Mrs. Wilson advised that the material would not be “R” panel like that in the sample photo. Mr. Denney asked if they would limit the ribs to 1" maximum, and Mrs. Wilson stated they would. Motion to approve the COA with the condition that the ribs be not more than 1" standing seams, seconded by Sue Lancaster. Motion carried 7-0. Motion to allow Barbara Wilson to return to the meeting was made by Sue Lancaster, seconded by Jerry Raper. Motion carried 7-0. B. - Chairman advised Mr. Pendleton 24 West Plaza - Beverly Pendleton that this matter could be handled by the Historic Preservation Officer since the work was considered ordinary maintenance. Motion that the HPO make a ruling on this application was made by Paul Denney, seconded by Barbara Wilson. Motion carried 8-0. C. - Motion to approve the 265 1st Street S.W. - Kenneth and Rita Kammer COA with downing sand as the color to paint the building and fence was made by Jerry Raper, seconded by Ann Rodgers. Motion carried 8-0. 4. Discussion of and possible action on the following: A. Appointing two members to a panel to conduct interviews for the Main Chairman Street Manager/Asst. Historic Preservation Officer position. Starrett nominated Barbara Wilson and Sue Lancaster. Motion to approve the nomination was made by Ann Rodgers, seconded by Jerry Raper. Motion carried 8-0. B. The consensus Recommending revisions to the City’s sign ordinance. of the Commission was that they wanted more guidance from ArchiTexas on this issue. No action was taken. 5. The HPO reported Receipt of report from the Historic Preservation Officer. that the City Council had approved the tax abatement ordinance; that she was monitoring the Ayers building to see if they made any changes to the windows; that she was monitoring the status of items left out overnight on the Plaza; and that the City of Paris was named a National Main Street City. Chairman Starrett added that PJC may be rekindling its interest in the Grand Theater. The Commission asked the HPO to check on the status of Streetscape. 6. Chairman Starrett asked the Request items from Board for future agendas. HPO to see if TxDOT can mount signs on structures other than the poles similar to downtown Dallas because there is heavy signage around the Plaza. He said to also inquire whether this would be a City expense or State expense. Mrs. Pendleton asked to address the Commission and complained about the decision on her lights. Chairman Starrett explained that the HPO would be able to make a decision in-house. Mrs. Pendleton complained that the ordinance was too much hassle and they were not longer going to renovate the building next door to hers. Mr. Denney explained that the building is from one period and the lighting from another, and it’s the job of the Commission to make sure additions go with the building. Mrs. Wilson added that it was also their responsibility to make sure the procedure was followed and that the Pendletons did not follow it. Mrs. Pendleton said they did not have the lights at the time they filed their last COA, so they just put them up. She stated no one liked what the Commission was doing, like approving the purple paint on the building across from her. Mr. Denney stated he would rather have purple paint than stained wood that won’t last, but that the Commission had worked with them and allowed them to do it. Chairman Starrett stated the lights are nice, they’re just not appropriate. Mrs. Pendleton asked what she could do if she didn’t like the HPO’s decision, and Chairman Starrett advised her she could appeal to HPC and then City Council. 7.The meeting adjourned at 4:50 p.m. APPROVED this 20th day of December, 2004. __________________________________ Arvin Starrett, Chairman
