Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, January 23, 2012. The meeting will be held at the City Council
Chamber, 107 E. Kaufman Street, in Paris, Texas. The matters to be discussed and acted
upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless
an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to
any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person
with specific factual information. Claims against the City, Council Members, or employees, as well as
individual personnel appeals are not appropriate for citizens' forum.)
Consent Agenda
Items on the Consent Agenda are approved by a single action of the Council, with such approval applicable
to al( items appearing on the Consent Agenda. A Council Member may request any item to be removed
from the Consent Agenda and considered as a separate item.
5. Deliberate and act on the approval of minutes from the meeting on January 9, 2012.
6. Receive and deliberate on reports and/or minutes from the following boards,
commissions, and committees:
a. Planning and Zoning minutes (12-5-2011)
b. PEDC minutes (12-13-2011; 12-20-2011)
7. Deliberate on December monthly financial report.
8. Deliberate on December drainage ditch maintenance report.
Regular Agenda
9. Report and deliberate on dilapidated structures in the City of Paris.
10. Mayor's Report on road improvements in the City of Paris.
11. Deliberate on future amendments to the City of Paris Charter.
12. Second reading, deliberate and act on an Ordinance Amending Article I of Chapter Two
of the Code of Ordinances by amending Sec. 2-1 Rules of Order for Council meetings.
13. Deliberate and provide direction to staff on a petition for disannexation of approximately
386 acres of land located in an area East of U.S. 271 North, North of NLISD property and
West of Stillhouse Road, forming a portion of the current outer boundaries of the city
limits of the City of Paris.
14. Deliberate and act on a Resolution appointing Sharon Malone, M.D. to serve as Medical
Director of the Emergency Medical Service of the City of Paris; and authorizing the City
Manager to negotiate and execute all necessary documents.
15. Deliberate and act on a Resolution authorizing the City to enter into a professional
services contract with MHS Planning & Design for development of a master plan for
Bywaters Park; and authorizing the City Manager to negotiate and execute all necessary
documents.
16. Deliberate and act on a Resolution accepting the bid and awarding the contract for the
2011-2012 Water and Wastewater Capital Improvements to Four Thirteen Inc. in the
amount of $345,155.10; and authorizing the City Manager to negotiate and execute all
necessary documents.
17. Deliberate and act on a Resolution acknowledging and approving a Subordination
Agreement and subordinating the City's 2008 Note with Kenneth White, d/b/a White's
Flooring to the Amended Loan Agreement between Lamar National Bank and Kenneth
White; and authorizing the City Manager to negotiate and execute all necessary
documents.
18. Pursuant to Section 551.071 of the Texas Government Code, Consultation with Attorney, to
receive legal advice from the City Attorney about pending or contemplated litigation and/or on
matters in which the duty of an attorney to his client under the Texas Disciplinary Rules of
Professional Conduct of the State Bar of Texas, clearly conflict with this chapter.
19. Reconvene into open session and possibly take action on those matters discussed in
Executive Session.
20. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004-081.
21. Adjournment.
