MINUTES OF REGULAR MEETING
PARIS-LAMAR COUNTY BOARD OF HEALTH
The Paris-Lamar County Board of Health held its regular meeting Tuesday, January 11, 2005,
at the Paris-Lamar County Health Department. Board members in attendance include Dr.
Robert Moseley, Dr. Caroline Wilson, Dr. Bert Strom and Dr. Wally Kraft. Others in attendance
included Mr. Tony Williams, Judge Superville, Mr. Anthony Bethel, Mrs. LaDonna Koehn and
Mrs. Carla Rhodes.
The meeting was called to order at 6: 15 PM.
No minutes to review because previous meeting did not have a quorum present.
Mr. Bethel informed the Board that Paris Regional Medical Center is paying Nurse Practitioners
$25.73 per hour and the Health Department is paying two dollars more an hour. Dr. Carpenter,
Dr. Wilson and Dr. Strom have agreed to interview for the position of Nurse Practitioner.
Mr. Williams states the City of Marshall contracts with hospital on some services, asks Board to
look into contracting with hospital on some services. He discussed finances and the need to
raise fees in order to ease the financial burden on City and County.
Judge Superville states the City and County put in $80,000 each, last year and doesn't think that
raising fees will off set the City and County contributions. He doesn't want the Health
Department to be thought of as a target.
Mr. Williams states he will look at the budget and make suggestions.
Judge Superville states the need to go over the budget line by line.
Mr. Bethel presented proposed fee increase, after checking into other Health Departments fees;
see attachment of "Proposed Fee Increase FY05". He states in order to raise fees for Septic
Permits and Food Establishment Permit; it would have to go before the Commissioners Court
and City Council.
Mr. Bethel suggested raising Food Establishment Permit, $100 across the board, to cover cost.
This would need action from the City Council and the Commissioners Court.
Mr. Williams suggested a Food Handlers Card.
Mr. Bethel states the Board could approve Water Test to increase trom $15.00 to $25.00,
Immunizations to increase from $10.00 to $14.00, Pregnancy Test to increase from $10.00 to
$15.00 and TB Skin Test to increase from $10.00 to $15.00. He also s~tes that per contract the
maximum for Immunization would be $14.85.
Dr. Strom made a motion to increase the fees for Water Test to $25.00, Immunizations to
$14.85 or the maximum that the contract states, Pregnancy Test to $15.00 and TB Skin Test to
$15.00. Motion was second by Dr. Wilson and motion passed unanimously.
Mr. Bethel asked the three Board Members that will be interviewing for the Nurse Practitioner
position, to set a time for the interviews.
Dr. Strom and Dr. Wilson agreed to interview next Tuesday at 4:30 PM and the agenda needs to
be posted.
Judge Superville states the Commissioners Court will meet on the 24th.
Next meeting will be February 8, 2005 or sooner ifneeded.
Meeting adjourned at 7:30 PM.
