07 Council Min 1-20-05.wpd SPECIAL WORKSHOP MEETING OF THE CITY COUNCIL, CITY OF PARIS JANUARY 20, 2005 The City Council of the City of Paris met in Special Session, Monday, January 20, 2005, at 6:00 p.m. at the Love Civic Center, 2025 S. Collegiate Drive, Paris, Texas. Mayor Curtis Fendley called the meeting to order with the following Council members present: Jim Bell, Jay Guest, Mary Ann Fisher, Don Wilson, Karen Wilkerson, and Rick Poston. Also, present were City Manager Tony N. Williams, City Attorney Larry W. Schenk, and Acting City Clerk Janice Ellis. Items discussed in the workshop included: 1.Providing direction to City staff regarding a proposed new City Personnel Policy. City Council directed City staff to add more guidelines to personal appearance with regard to dressing appropriately. Melba Harris will provide the new policy changes at the next City Council meeting. City Council wants a performance evaluation in place for City employees. Tony Williams advised that staff will work on an evaluation process. 2.Providing direction to City staff regarding possible revisions to the City Tower Ordinance. Discussions concerning elimination of and/or limited set backs in commercial, heavy industrial and light industrial provided that the tower location was greater than 500 feet from a residential zone. There was discussion of taking Agricultural out as a designated zone for cell towers and of variance procedures for co-location facilities. Tony Williams advised that City staff will draft language for Ordinance and circulate for review. 3.Providing direction to City staff regarding possible amendments to City ordinances for tax exemptions on new construction and in-fill development in Historic Districts. Discussion of incentives for this type of development included a minimum amount of dollars to be spent, length of tax abatement, and guidelines as they relate to the surrounding historic property. The minimum amount discussed was $100,000.00 for residential and $200,000.00 for commercial. These amounts represent the structure alone and does not include the cost of the lot. In addition, the abatement would be for a three year period. City Council directed City staff to draft an Ordinance for review. 4.Providing direction to City staff regarding possible development of Lake Crook. Tony Williams requested City Council to allow City staff to work with developers to bring a proposal to City Council. 5.Providing direction to City staff regarding possible dis-annexations. Discussion about the expense of providing services, the tax dollars being collected on these properties, rebates and procedures. City staff will research these items and provide information to City Council for additional discussion.
