WALTERS APPLIED TECHNOLOGY BUILDING, ROOM 1206 WEST ENTRANCE 2400 CLARKSVILLE STREET PARIS, TEXAS MONDAY, MARCH 31, 2003 4:00 0'CLOCK P.M. 1. The Historic Preservation Commission Meeting was called to order by Chairman Arvin Starrett at 4:00 P.M. A.The following members were present: Paul Denney Claudia Hunt Sue Lancaster Jerry Raper Barbara Wilson Becki Norment Sue Lancaster B.The following members were absent: Ann Rogers Linda Ryan C.Also present were Tommy Haynes, Historic Preservation Officer, Larry W. Schenk, City Attorney, Susie Harper, Guest, and Marvin Gorley, Guest. 2. Motion to Presentation of the minutes from the March 12, 2003, meeting. approve the minutes of the March 12, 2003, meeting, was made bySue Lancaster, seconded by Barbara Wilson. Motion carried unanimously. 3.A proposal from Diane Williams was Report of Historic Survey Proposals. presented to the Commission, and the Commission was advised that a proposal was expected at any time from Mary Saltarelli. Architexas and Jim Steeley will also be submitting proposals. The Commission agreed to meet later in week with Architexas to do a drive around, then one more proposal is expected. No action was taken. 4. Presentation of and possible action on the formal redesignation of the preliminary boundaries of the proposed Paris Downtown Historic District. When preparing for the general mailing to property owners, it was found that previous boundaries of the 1984 survey that were passed did not agree. There were potential properties that should contribute to this district that were not included in either of those boundaries. The decision was made to go ahead and do property owner notification for some areas that was not approved by this body. Tommy Haynes showed the Commission what was there originally and what was opted to be done. First Methodist Church was added, the property to the east of the church, the Salvation Army building, and the apartment complex between the church and the Salvation Army, also, the service station at 4th and Bonham. The boundaries that were approved earlier did not include the Gibralter Hotel or the Bedford Apartments. For National Register purposes, they were probably considered stand alone properties in the survey in 1984. Those properties were added as well. Mr. Schenk stated that the new revised version of the Historical District should be approved at this meeting. If this new version of the Historical District is approved then this is the one that will be used from this point forward. Tommy Haynes stated that all addresses and numbers used by the Appraisal District will be on the new map. Motion was made by Barbara Wilson to accept the revised Historic District, seconded by Becki Norment. Motion carried unanimously. 5.Presentation of and possible action on Rules of Procedure for the Historic Larry Schenk presented a proposed draft on Rules Preservation Commission. of Procedure. The Commission agreed on amendments on Page Two of adding fourth Monday instead of third Tuesday, Page Three, Section Two, that A thru H be eliminated and Paragraph Two reworded to simply meet the requirements of the Texas Open Meetings Act, Page Five, and 3 minutes on D. Motion to adopt the Rules as amended was made by Barbara Wilson, seconded by Becki Norment. Motion carried unanimously. 6.Discussion of and possible action on Registration Forms and Hearing Procedures for the April 3, 2003, Public Hearing of the Downtown Historic Marvin Gorley presented a PowerPoint Presentation to preface the District. Hearing Procedures for the April 3, 2003, hearing. Procedures will be presented at the April 3, 2003, meeting. Claudia Hunt made motion to use the forms presented, seconded by Sue Lancaster.
