PARIS, TEXAS MONDAY, JANUARY 24, 2005 4:00 0'CLOCK P.M. 1.The Historic Preservation Commission Meeting was called to order by Chairman Arvin Starrett at 4:00 P.M. A.The following members were present: Ann Rogers, Secretary Sue Lancaster Paul Denney Jerry Raper Claudia Hunt Alternate:Brian Wear B.The following members were absent: Barbara Wilson, Vice-Chairman Alternate:Becki Norment C.Also present were Carrie Zaboroski with ArchiTexas and Janice Wortham. 2. Discussion of and possible action on approving the following Certificates of Appropriateness: A.Grand Avenue and 2nd Street S.W. (PJC Parking Lot) - City of Paris Millie McDonald presented a picture of a rectangular sign Main Street. that is on top of the building and stated that McEntire Sign Company has agreed to make a double-sided sign at the site of the existing sign. The Board opposed the idea of using the existing sign on top of the building. The Board agreed that the colors for the sign as presented were appropriate. The dimensions of 24' x 30' for the larger sign and 4' x 6' for the smaller sign were also approved. Motion to approve the COA was made by Claudia Hunt, seconded by Ann Rogers with the City placing the sign where deemed necessary. Motion carried unanimously. 3. Consideration of and possible action on approving the Design Guidelines for Motion was made by Sue Lancaster, the Downtown Historic District. seconded by Ann Rodgers that the second draft be approved as revised and that the Historic Preservation Officer review and select two members from the Board and make the final decision on the guidelines. Motion carried unanimously. 4.Discussion of and possible action regarding the following structures considered by code inspectors to be in violation of Article III of Chapter 7 of the Code of Ordinances of the City of Paris, Paris, Texas, entitled “Substandard and Dangerous Buildings and Structures,” to determine whether such buildings or structures can be rehabilitated and designated on the National Register of Historic Places, as a recorded Texas Historic Landmark, or as historic property as designated by the City Council of the City of Paris: A.Lot 3, City Block 57, 329 1st Street N.E.
