03-A Hist Pres Min 09-27-04.wpd MINUTES REGULAR MEETING CITY OF PARIS HISTORIC PRESERVATION COMMISSION LOVE CIVIC CENTER 2025 S. COLLEGIATE STREET PARIS, TEXAS MONDAY, SEPTEMBER 27, 2004 4:00 0'CLOCK P.M. 1. The Historic Preservation Commission Meeting was called to order by Chairman Arvin Starrett at 4:00 P.M. A.The following members were present: Paul Denney, Acting Secretary Sue Lancaster Barbara Wilson B.The following members were absent: Ann Rodgers Claudia Hunt Jerry Raper Alternates:Becki Norment Brian Wear C.Also present was Lindsey Harper, Main Street Coordinator. 2. Barbara Wilson stated the Approval of minutes from previous meetings. minutes of the July 26, 2004, meeting should be amended to state that Arvin Starrett was absent from the meeting. In the August 11, 2004, minutes, Commissioner Denney advised the Commission that he thought that the structure at 610 W. Austin was historically significant and could be rehabilitated. However, it should be noted that the structure is not historically significant and can not be rehabilitated. Motion to approve the minutes with the clarifications mentioned was made by Barbara Wilson, seconded by Sue Lancaster. Motion carried unanimously. 3. Discussion of and possible action on approving the following Certificates of Appropriateness: Motion was made by Barbara A.361 Grand Avenue - Salvation Army. Wilson to approve the design, based on three conditions: the brick, store front paint color, and the metal color, seconded by Paul Denney. Motion carried unanimously. April 30, 2004 Page 2 . Motion was made to approve the B.110 Clarksville Street - John Fisher concept of the signage, color, size, etc. in that the sign meets the requirements of the City of Paris sign ordinance, by Barbara Wilson, seconded by Sue Lancaster. Motion carried unanimously. 4. Discussion of and possible action regarding the following structures considered by code inspectors to be in violation of Article III of Chapter 7 of the Code of Ordinances of the City of Paris, Paris, Texas, entitled “Substandard and Dangerous Buildings and Structures,” to determine whether such buildings or structures can be rehabilitated and designated on the National Register of Historic Places, as a recorded Texas Historic Landmark, or as historic property as designated by the City Council of the City of Paris: A.766 3rd Street N.E. B.1480 E. Hearon C.455 6th Street N.E. D.621 6th Street N.E. E.1859 E. Washington F.665 28th Street N.W. G.515 4th Street S.W. H.226 13th Street N.W. I.114 13th Street N.W. J.103 13th Street N.W. K.441 12th Street N.W. L.324 E. Provine Motion was made by Barbara Wilson, seconded by Paul Denney, that all houses be forwarded to the Building and Standards Commission. Motion carried unanimously. Motion was made by Sue Lancaster, seconded by Paul Denney, that the structure at 226 13th Street NW has potential historic April 30, 2004 Page 3 significance and demolition is not recommended at this time. Motion carried unanimously. 5.Discussion of and possible action on the following: A.The Voting on winners for the Annual Preservationist Award. committee appointed to decide on the award opted to present one (1) award per year, this year–at the Chamber Banquet, November 16, 2004. The award does not necessarily have to be given at the Chamber Banquet in the future because there are so many awards given making it quite lengthy. It was decided that it should be on the June agenda for the future year. Motion was made by Sue Lancaster, seconded by Paul Denney, to nominate Dr. William Hayden as the winner of the annual preservationist award. Motion carried unanimously. B. Establishing a Commission policy regarding assistance with No monitoring work performed under a Certificate of Appropriateness. action taken. 6.The Historic Receipt of report from the Historic Preservation Officer. Preservation Officer will e-mail a full report to Commissioners.ArchiTexas would like to attend the October 25 meeting to present what has been done so far on the Design Guidelines. Arvin Starrett suggested that the Commissioners go to the THC website for information on the Texas Heritage Tourism Partnership Grant. The deadline for the grant is November 15, 2004. They are focusing on two (2) regions in Texas for the grant this year, the Texas Lakes Trail Region and the Brazos Trail Region. The maximum award is $5,000.00, reimbursement is 1 to 1, and in-kind matches do count. The grant is for Heritage Tourism oriented projects. 7.Input is requested from the Request items from Board for future agendas. City Manager or City Attorney regarding three (3) homes in the Historic District that are covered with temporary plastic tarpaulins. 8.The meeting adjourned. ________________________________ Arvin Starrett, Chairman
