1. The Historic Preservation Commission Meeting was called to order by
Chairman Arvin Starrett at 4:00 P.M.
A.The following members were present:
Paul Denney, Acting Secretary
Barbara Wilson
Jerry Raper
Sue Lancaster
Claudia Hunt
Alternate:Brian Wear
B.The following members were absent:
Ann Rogers, Secretary
Alternate:Becki Norment
C.Also present were Lisa Wright, Historic Preservation Officer, Suzy
Harper, Araceli Arreola, Karen Wilkerson, and Steve Methven.

Consideration of and action on temporarily suspending the requirements of
Article VII, Section 2 of the Rules of Procedure of the Paris Historic

Discussion of and possible action on approving the following Certificates of
Appropriateness:

A.Michaella Bumgarner and Brenda Smyers - 101 Grand Avenue.
Bumgarner and Ms. Smyers asked Jerry Raper for advice on taking
some brick and professionally mixing the paint for a better match for
the paint. After doing a computer mixing of colors, a better match was
found. No action taken.

Discussion of and possible action on the following:
A.Recommending revisions to Article VI of Chapter 7 of the Code of
Ordinances of the City of Paris as follows: (1) Modifying requirements
Arvin Starrett explained the moratorium in
related to the moratorium.
the ordinance causes a cessation of any work within a proposed
district unless there is a hardship condition. The Commission does not
desire to hold anyone back from being able to work on their properties
until the final hearing on the district has come to pass. The proposal
is to amend the ordinance regarding the moratorium that would allow
work to be done. Motion to approve the ordinances and also any other
revisions pertinent to this change was made by Barbara Wilson,
seconded by Brian Wear. Motion carried unanimously.
B.Contract with ArchiTexas concerning design guidelines/historic
survey.
Barbara Wilson received a preliminary contract in the amount of
$9,500.00, which includes a preservation plan and presentation. The
preservation plan includes design guidelines for the central historic
business district. The design guidelines would be for commercial only-
not residential. Motion to approve was made by Sue Lancaster,
seconded by Jerry Raper. Motion carried unanimously.

Selection of street signage was referred back to the committee
appointed, and recommendations will be made at the regular April
meeting. Barbara Wilson stated that input is needed from staff on
options, number of signs, etc.
6.Discussion of potential sources of funding for downtown facade grants.
There are CLG’s who offer matching grants to property owners in commercial
districts who are restoring the facades of their buildings; from $500 to $1,000
with equal match. The city attorney was of the opinion that this was the
equating of the City using public funds as gifts and was not recommended.
Lisa Wright will report back on what otherCLG’s do. Motion made by Paul
Denney, seconded by Jerry Raper. Motion carried unanimously.
