Notice is hereby given that the City Council of the City of Paris shall meet in regular session
at 5:30 p.m. on Monday, February 13, 2012. The meeting will be held at the City Council
Chamber, 107 E. Kaufman Street, in Paris, Texas. The matters to be discussed and acted
upon are as follows:
Opening Agenda
1. Call meeting to order.
2. Invocation.
3. Pledge of Allegiance.
4. Citizens' forum.
(Persons desiring to address the Council must limit their presentation to no more than two minutes. Unless
an item is posted on the Agenda, the Texas Open Meetings Act prohibits the Council from responding to
any comments other than to refer the matter to a future agenda, to an existing policy, or to a staff person
with specific factual information. Claims against the City, Council Members, or employees, as well as
individual personnel appea(s are not appropriate for citizens' forum.)
5. Public Announcements.
a. Proclamation declaring the month of February as Project S.A.M., "Sensory
Accommodations Make a Difference."
b. Proclamation declaring the month of February as "Operation Second Chance."
c. Proclamation declaring the month of February as Campaign E.P.I.D.E.M.I.C. Month.
d. Proclamation declaring the month of February as Official Boy Scout Month.
Regular Agenda
6. Deliberate and act on the Preliminary Plat and Final Plat of Lots 1 and 2, Block B,
Morningside North #2 Addition, located in the 4200 Block of Lamar Avenue.
7. Deliberate and act on the Final Plat of Lots 1, 2 and 3, Block A, Lamar Business Park
Addition, located in the 800 Block of Loop 286 S.E.
8. Deliberate and act on the Preliminary Plat of Lot 1, Block A, Victory Baptist Church
Addition CB 316, located at 3155 Pine Mill Road.
9. Presentation by Mayor Hashmi on the advantages/disadvantages of 4A/ 4B Corporation
designation; deliberate and provide direction to City Staff.
10. Report and deliberate on the City of Paris' permit process.
11. Deliberate and act on creation of a city planner position.
12. Report from Chief Grooms regarding the Fire Department on operation of apparatus and
provide direction to City Staff on purchase or remount of new Rescue Truck.
13. Report from Chief Grooms regarding overtime and staffing levels of the Fire Department.
14. Deliberate and act on a Resolution accepting the bid and awarding the contract for the
2011-2012 Water and Wastewater Capital Improvements to Four Thirteen Inc. in the
amount of $345,155.10; and authorizing the City Manager to negotiate and execute all
neCeSSaTy dOCUments. (A motion to remove this item from the table is required before deliberating.)
15. Deliberate and act on a Resolution ordering the regular municipal election for May 12,
2012.
16. Deliberate and act on a Resolution contracting for election services with the Lamar
County Elections Administrator; and authorizing the City Manager to negotiate and
execute all necessary documents.
17. Deliberate and act on a Resolution approving an agreement with Steve Coker to manage,
instruct, and coordinate softball programs for the City of Paris; and authorizing the
Interim City Manager to negotiate and execute all necessary documents.
18. Deliberate and act on a Resolution approving authorizing the execution of an Airport
Project Participation Agreement with TxDOT Aviation to apply for Federal funding from
improvements at Cox Field Airport.
19. First reading, deliberate and possibly act on an Ordinance granting a taxicab license to
Transportation Providers/Yellow Cab.
20. First reading, deliberate and possibly act on an Ordinance granting a taxicab license to
Transportation Providers/City Cab.
21. First reading, deliberate and possibly act on an Ordinance granting a taxicab license to
David Thompson, d/b/a Lone Star Cab.
22. First reading, deliberate and possibly act on an Ordinance granting a shuttle service
license to On Time Van Service, LLC.
23. Convene into Executive Session:
• Pursuant to Section 551.074 of the Texas Government Code, to deliberate the
appointment, employment, evaluation, reassignment, duties, discipline, or
dismissal of a public officer or employee as follows: review applications for the
position of City Manager.
• Pursuant to Section 551.087 of the Texas Government Code to (1) discuss or
deliberate regarding commercial or financial information that the governmental
body has received from a business prospect that the governmental body seeks to
have locate, stay, or expand in or near the territory of the governmental body and
with which the governmental body is conducting economic development
negotiations; or (2) to deliberate the offer of a financial or other incentive to a
business prospect described by Subdivision (1).
• Pursuant to Section 551.074 of the Texas Government Code, to deliberate the
appointment, employment, evaluation, reassignment, duties, discipline, or
dismissal of a public officer or employee as follows: Annual evaluations of the
City Manager, City Attorney, and Municipal Court Judge.
24. Reconvene into Open Session and possibly take action on those matters discussed in
Executive Session.
25. Consider and approve future events for City Council and/or City Staff pursuant to
Resolution No. 2004-081.
26. Adjournment.
