RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS,
PARIS, TEXAS, APPROVING AN APPLICATION FOR A GANG
RESISTANCE EDUCATION AND TRAINING (G.RE.A.T.) PROGRAM
GRANT; AUTHORIZING THE EXPENDITURE OF FUNDS; ACCEPTING
SAID GRANT AWARD UPON NOTICE THEREOF; AUTHORIZING THE
EXECUTION OF ANY AND ALL DOCUMENTS NECESSARY FOR
ACCEPTANCE AND IMPLEMENTATION OF SAID GRANT UPON
NOTICE THEREOF; MAKING OTHER FINDINGS AND PROVISIONS
RELA TED TO THE SUBJECT; AND DECLARING AN EFFECTIVE DATE.
WHEREAS, the Department of the Treasury, Bureau of Alcohol, Tobacco, and Firearms
provides funding for Gang Resistance Education and Training (G.RE.AT.) grants; and,
WHEREAS, the City Council of the City of Paris is desirous of processing a grant
application for gang resistance education and training, at a total cost of $41,040.00, with
$40,040.00 to be provided by grant with no matching funds to be provided by the City of Paris;
and,
WHEREAS, the City Council desires to make application and authorize the Mayor, City
Manager, and appropriate City staff to accept and implement said grant (if same is received)
without further action of City Council; NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PARIS, PARIS,
TEXAS:
Section 1. That the findings set out in the preamble to this resolution are hereby in all things
approved.
Section 2. That an application to the U.S. Department of the Treasury, Bureau of
Alcohol, Tobacco, and Firearms for a Gang Resistance Education and Training (G.RE.AT.)
grant in the amount of$41,040.00, requiring no matching funds by the City of Paris, as the same
is attached hereto as Exhibit A and incorporated herein for all purposes, be, and is hereby in all
things approved and authorized.
Section 3. That the City Manager be, and he is hereby, appointed as the Authorized
Official of said proj ect and as such is authorized and directed to execute, on behalf of the City
of Paris, any and all documents associated with the application for said grant, under the terms
and conditions and in the form shown in Exhibit A, attached hereto.
Section 4. That the Police Chief, be, and he is hereby, appointed as Project Director and
is hereby authorized to execute and deliver, on behalf of the City of Paris, all reports,
communications, assurances, and documents necessary for the completion of said project.
Section 5. That the Director of Finance be, and he is hereby, authorized and directed to
serve as the Financial Officer for said project and to receive and distribute funds for purposes
of the G.RE.AT. Grant.
Section 6. That the Mayor, City Manager, Police Chief, and the Finance Director be
authorized and directed to execute, on behalf of the City of Paris, any and all documents
necessary for acceptance and implementation of said grant upon notice of award thereof by the
Department of the Treasury, Bureau of Alcohol, Tobacco, and Firearms, under the terms and
conditions and in the forms approved by the City Attorney, and to proceed with use of said funds
upon receipt thereof for the purposes stated herein and in accordance with the grant conditions.
Section 7. That this resolution shall be effective from and after its date of passage.

Grant application Narrative
The Paris Police Department implemented the GREAT program in 1996. Since that time
we have added additional GREA T Officers. With the help of the grant money supplied by
federal funding, we have been able to expand our program to another school district. We
have previously included activities in our program such as the Summer Component
including Parental Involvement. This would not have been possible without the GREAT
grants we have received.
The Paris Police Department currently provides DARE Officers to the local school
districts for their school-based DARE programs. The DARE core curriculum is taught at
the 5th grade level, with the DARE Officers teaching shorter lessons to the lower grades.
The Police Athletic League provides positive activities for the youth of our community.
They provide a game room, karate classes, boxing classes, and a spring basketball league.
The Police Athletic League also offers an opportunity for the students to do their
homework on-site. A local teacher is on hand to give assistance if needed. GREAT
Officers volunteer at the Police Athletic League to interact with students. The Police
Athletic League is open year round with expanded hours during the summer.
We have in the past conducted a Summer program for students consisting of two sessions
each lasting two weeks. The Summer program was offered to 7th and 8th grade students.
Short lessons were given reinforcing life skills taught in the core curriculum. Students
also enjoyed outings to amusement parks, baseball games, and other field trips. The
Summer program was staffed by GREAT and DARE Officers that provided for positive
interaction between the Officers and students. Due to local budget constraints were are
unable to provide this program this year. It is our hope that we can do the Summer
program in the future if local funds become available to assist in the program.
The Paris Police Department has been conducting a Parent program for the last six years.
The GREAT Officers are available to provide parent programs to the local Parent-
Teacher Organizations as well as other groups. The Paris Police Department has two
GREAT Officers that are certified to facilitate the GREAT Family Component.
The Paris Police Department will continue to work with the local school districts to
continue our commitment to the youth of our community and therefore to the GREAT
Program.

G.R.E.A.T. Budget Narrative
A. Personnel -
Officers Milton and Boaz devote approximate thirty percent (30%) of their time to G.R.E.A.T.
program activities, including classroom time and preparation therefor. In order to avoid
exceeding seventy percent (70%) of the grant award, the personnel expense for each officer was
divided by eighty-seven and one-quarter percent (87.25%); and the City will pick up the cost of
the balance of those salaries.
B. Fringe Benefits -
Fringe benefits for the two officers was calculated by using the amounts of the salaries to be
funded under the grant. No overtime figures were used in determining this amount.
C. Travel -
Travel includes the cost of attendance at the G.R.E.A.T. Officer Training program in Orlando,
Florida, in August of this year. Airfare for each officer was estimated to be approximately
$300.00, hotel and per diem for each officer is based on the figures established by the United
States General Services Administration, and cab fare and transportation to and from the airport
was estimated at approximately $50.00 each.
D. Equipment -
Budgeted equipment includes two (2) projectors for use by the officers assigned to the
G.R.E.A.T. Program. The officers will use this equipment in conjunction with the G.R.E.A.T.
Program to present lessons and projects.
E. Supplies -
Budgeted supplies includes workbooks for an estimated five hundred (500) participants, T-shirts
for program graduates, and awards, including trophies, certificates, and ribbons, for program
graduates.
F. Construction -
No funds were budgeted under this item.
G. Consultants/Contracts -
No funds were budgeted under this item.
H. Other Costs -
No funds were budgeted under this item.
I. Indirect Costs -

'he Applicant hereby assures and certifies compliance with all applicable Federal statutes, regulations, policies, guidelines, and
~quirements, including OMB Circulars A-21 , A-87, A-102, A-110, A-122, A-133; Ex. Order 12372 (intergovernmental review of
3deral programs); and 28 C.F,R. pts, 66 or 70 (administrative requirements for grants and cooperative agreements). The
pplicant also specifically assures and certifies that:
1. It has the legal authority to apply for federal assistance and the institutional, managerial, and financial capability
(including funds sufficient to pay any required non-federal share of project cost) to ensure proper planning,
management, and completion of the project described in this application.
2. It will establish safeguards to prohibit employees from using their positions for a purpose that constitutes or
presents the appearance of personal or organizational conflict of interest, or personal gain.
3. It will give the awarding agency or the General Accounting Office, through any authorized representative, access
to and the right to examine all paper or electronic records related to the financial assistance.
4. It will comply with all lawful requirements imposed by the awarding agency, specifically including any applicable
regulations, such as 28 C.F.R. pts. 18,22,23,30,35,38,42,61, and 63.
5. It will assist the awarding agency (if necessary) in assuring compliance with section 106 of the National Historic
Preservation Act of 1966 (16 U.S.C. § 470), Ex. Order 11593 (identification and protection of historic properties), the
Archeological and Historical Preservation Act of 1974 (16 U.S.C. § 469 a-1 et seq.), and the National Environmental
Policy Act of 1969 (42 U.S.C. § 4321).
6. It will comply (and will require any subgrantees or contractors to comply) with any applicable statutorily-imposed
nondiscrimination requirements, which may include the Omnibus Crime Control and Safe Streets Act of 1968 (42
U.S.C. § 3789d); the Victims of Crime Act (42 U.S.C. § 10604(e)); The Juvenile Justice and Delinquency Prevention
Act of 2002 (42 U.S.C. § 5672(b»; the Civil Rights Act of 1964 (42 U.S.C. § 2000d); the Rehabilitation Act of 1973
(29 U.S.C. § 7 94); the Americans with Disabilities Act of 1990 (42 U.S.C. § 12131-34); the Education Amendments
of 1972 (20 U.S.C. §§1681, 1683, 1685-86); and the Age Discrimination Act of 1975 (42 U,S.C. §§ 6101-07); see Ex.
Order 13279 (equal protection of the laws for faith-based and community organizations).
7. If a governmental entity:
a. it will comply with the requirements of the Uniform Relocation Assistance and Real Property Acquisitions Act
of 1970 (42 U.S.C. § 4601 et seq.), which govern the treatment of persons displaced as a result of federal and
federally-assisted programs; and
b. it will comply with requirements of 5 U.S.C. §§ 1501-08 and §§ 7324-28, which limit certain political activities
of State or local government employees whose principal employment is in connection with an activity financed
in whole or in part by federal assistance.

3) Publishing a statement notifying employees that the unlawful manufacture, distribution, dispensing, possession, or use of a
ontrolled substance is prohibited in the grantee's workplace and specifying the actions that will be taken against employees for
iolation of such prohibition;
b) Establishing an on-going drug-free awareness program to inform employees about
1) The dangers of drug abuse in the workplace;
2) The grantee's policy of maintaining a drug-free workplace;
3) Any available drug counseling, rehabilitation, and employee assistance programs; and
4) The penalties that may be imposed upon employees for drug abuse violations occurring in the workplace;
:) Making it a requirement that each employee to be engaged in the performance of the grant be given a copy of the statement

d) Notifying the employee in the statement required by paragraph (a) that, as a condition of employment under the grant, the

1) Abide by the terms of the statement; and
