03-A Historic Pres Min 03-09-05 MINUTES SPECIAL MEETING CITY OF PARIS HISTORIC PRESERVATION COMMISSION CITY HALL WEST ANNEX CONFERENCE ROOM 150 1ST STREET S.E. PARIS, TEXAS WEDNESDAY, MARCH 9, 2005 12:00 0'CLOCK P.M. 1.The Historic Preservation Commission Meeting was called to order by Vice- Chairman Barbara Wilson at 12:00 P.M. A.The following members were present: Ann Rodgers, Secretary Sue Lancaster Claudia Hunt Alternates:Brian Wear Becki Norment B.The following members were absent: Arvin Starrett, Chairman Paul Denney Jerry Raper C.Also present was Lisa Wright, Historic Preservation Officer; Bethany Golden, Asst. Historic Preservation Officer; and Tony Williams, City Manager 2. Consideration of and action on the following Certificate of Appropriateness: A. - Mr. Bryan advised the Commission 130 N. Main Street - J. T. Bryan that he was located a little further down the street and that he had moved locations, but because he could not place the sign on the awning as it was at his previous location, he had to place the sign on a wall facing on-coming traffic. Barbara Wilson told the Commission they were approving the placement of the sign since the sign itself was pre-existing. Motion to approve the COA was made by Ann Rodgers, seconded by Sue Lancaster. If any Commission member desires to discuss and consider separately any item appearing on the consent agenda, that Commission member may do so by requesting that the item be removed from the consent agenda and considered as a separate item.] 3.Discussion of and possible action regarding the following structures considered by code inspectors to be in violation of Article III of Chapter 7 of the Code of Ordinances of the City of Paris, Paris, Texas, entitled “Substandard and Dangerous Buildings and Structures,” to determine whether such buildings or structures can be rehabilitated and designated on the National Register of Historic Places, as a recorded Texas Historic Landmark, or as historic property as designated by the City Council of the City of Paris: A. 701 E. Booth B. 702 E. Booth C. 440 13th Street N.W. D. 1850 W. Kaufman E. 1461 10th Street N.W. F. 1300 block of 11th Street N.W. G. 1801 W. Shiloh H. 403 1st Street N.E. I. 1017 5th Street N.E. J. 1102 5th Street N.E. Motion to forward all items except item C (440 13th Street N.W.) to the Building and Standards Commission was made by Sue Lancaster, seconded by Brian Wear. Motion carried 6-0 ~~~~~ END CONSENT AGENDA ~~~~~ 4. The HPO handed out Receipt of report from the Historic Preservation Officer. the attached report. The HPO also reported to the Commission that Preservation Month was coming up, and she and the Asst. HPO would be bringing information back to the Commission at a future meeting to discuss possible events to celebrate the month. Becki Norment requested that the HPO look into the correct name of Church Street prior to ordering street signs. She stated that the property owners along the street were wanting to change it from “S. Church Street” to “Church Street”. 5. The Commission requested Request items from Board for future agendas. that Code Enforcement look at Calvin Gibson’s property, the Washington Square, and property at Brame and S. Main for possible code violations. Tony Williams advised that he had spoken with Charles Hill about the lighting downtown, and Mr. Hill will be looking at all downtown lights for repair. Becki Norment expressed a concern that the Commission was being inconsistent by approving Mr. Bryan’s plastic sign earlier in the meeting after denying other plastic signs in the past. Barbara Wilson explained that Mr. Bryan’s sign was already in existence, it was just being moved.
