MINUTES OF THE REGULAR MEETING
OF THE
BUILDING AND STANDARDS COMMISSION
Monday, April 18, 2005
4:00 P.M.
1. Chad Brown called the Building and Standards Commission Meeting to
order at 4:00 P.M.
Roll was called.
A. The following members were present:
Chad Brown Mary Crumpler
Harrell Tippitt Brad Archer

B. The following members were absent:
Greg Wilson Lucius Joe, Jr.
Ward Hall
2. Approval of Minutes of previous meeting:
A motion was made by Pike Burkhart to approve the meeting minutes, and
Harrell Tippitt seconded the motion. The motion carried unanimously
3. Public hearing to consider presentations by City of Paris Code Inspectors
and owner(s) and/or lien holder(s) of the below properties who have been
given notice of a violation of Article III of Chapter 7 of the Code of
Ordinances of the City of Paris, Paris, Texas, entitled A Substandard and
Dangerous Buildings and Structures:

A. 1167 17 Street N.W., Lot 7, City Block 235
There were no comments from the audience concerning this property.
Pike Burkhart made a motion that the building be demolished within 30
days with a $1000 per day civil penalty and, if the building is not
demolished within the 30 day time period, the City will demolish the
building. Ryan Lassiter seconded the motion. The motion carried
unanimously.

B. 1801 W. Shiloh, Lots 1 & 2, Block 9, Westside Addition
Robert Talley stated that the structure was previously demolished by the
property owner, but some debris still remains on the property.
Chad Brown made a motion that the property be cleanup up within 30
days with a $1000 per day civil penalty and, if the property is not cleaned
up within the 30 day time period, the City will clean up the property. Ryan
Lassiter seconded the motion. The motion carried unanimously.

C. 675 13 Street N.W., Lot 9. Block 9, Colonial Addition
There were no comments from the audience concerning this property.
Chad Brown made a motion that the building be demolished within 30
days with a $1000 per day civil penalty and, if the building is not
demolished within the 30 day time period, the City will demolish the
building. Greg Wilson seconded the motion. The motion carried
unanimously.
D. 1105 7th Street N.W., Lot 15, City Block 235
There were no comments from the audience concerning this property.
Pike Burkhart made a motion that the building be demolished within 30
days with a $1000 per day civil penalty and, if the building is not
demolished within the 30 day time period, the City will demolish the
building. Mary Crumpler seconded the motion. The motion carried
unanimously.
E. 1210 7th Street N.W., Lots 20 & 21, City Block 234
There were no comments from the audience concerning this property.
Chad Brown made a motion that the building be demolished within 30
days with a $1000 per day civil penalty and, if the building is not
demolished within the 30 day time period, the City will demolish the
building. Ryan Lassiter seconded the motion. The motion carried
unanimously.
F. 323 E. Cherry, West Part of Lot 9, City Block 60-B
There were no comments from the audience concerning this property.
Ryan Lassiter made a motion that the building be demolished within 30
days with a $1000 per day civil penalty and, if the building is not
demolished within the 30 day time period, the City will demolish the
building. Chad Brown seconded the motion. The motion carried
unanimously.

G. 433 E. Grove, Lot 10, City Block 74-C
Harrell Tippitt made a motion that the building be repaired or demolished
within 90 days with a $1000 per day civil penalty and, if the building is
not demolished within the 90 day time period, the City will demolish the
building. Chad Brown seconded the motion. The motion carried
unanimously.

H. 1451 10 Street N.W., Lot 9, Block 9, Smith’s 1 Addition
There were no comments from the audience concerning this property.
Pike Burkhart made a motion that the building be demolished within 60
days with a $1000 per day civil penalty and, if the building is not
demolished within the 60 day time period, the City will demolish the
building. Chad Brown seconded the motion. The motion carried
unanimously.

I. 430 13 Street N.W., Lot 3, Block 1, Gorham Addition
Robert Talley stated that the building had been repaired prior to the
meeting and was now in compliance with City Ordinance.
J. 1850 W. Kaufman, Lot 10-A, Block 4, S.J. Wright Addition
There were no comments from the audience concerning this property.
Pike Burkhart made a motion that the building be demolished or repaired
within 90 days with a $1000 per day civil penalty and, if the building is
not demolished or repaired within the 90 day time period, the City will
demolish the building. Mary Crumpler seconded the motion. The motion
carried unanimously.

K. 360 2 Street N.E., Lot 8, City Block 59
Chad Brown made a motion to remove this item from the table. Ryan
Lassiter seconded the motion. The motion carried unanimously.
Brad Archer made a motion that the building be secured within 10 days
and, if the building is not secured within the 10 day time period, the City
will secure the building. Ryan Lassiter seconded the motion. The motion
carried unanimously
4. Receipt of report from the Historic Preservation Commission regarding
structures considered by code inspectors to be in violation of Article III of
Chapter 7 of the Code of Ordinances of the City of Paris, Paris, Texas,
entitled “Substandard and Dangerous Buildings and Structures.” And found
to be buildings or structures that can be rehabilitated and designated on the
National Register of Historic Places, as recorded Texas Historic Landmark,
or as historic property as designated by the City Council of the City of Paris.
