RECOMMENDED MOTION:
Motion to accept the bid from Paris Iron & Metal for scrap meters, brass, copper, and miscellaneous
scrap metal.

BACKGROUND:
The Public Works Department received bids for the sale of scrap meters, brass, copper and miscellaneous
scrap metal. Eleven bids were distributed with four bids received.
The high bid for Scrap Meters was submitted by "Paris Iron and Metal" at $2.01 per pound.
(We have significantly more weight in scrap meters than brass or copper.)
The high bid for Brass was submitted by "A-Line Iron and Metals" at $2.43 per pound.
The high bid for Copper was submitted by "A-Line Iron and Metals" at $3.20 per pound.
A-Line conditioned their bid stating ' IfA-Line Iron and Metals is not awarded the Water Meter portion o~
this bid we reserve the right to retract the bids for the other two materials " "A-Line Iron and Metals" was
contacted and given the opportunity to rescind the qualification to their bid, but as of the date of this briefing
sheet they had not done so. Therefore, we recommend the A-Line bid be rejected.
The high bid for the Misc. Scrap Metal was submitted from "Global" at $.12 per pound; however they were
not interested in being awarded Scrap Metal only. The "Global" bid should therefore be rejected.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PARIS, TEXAS,
AWARDING THE BID FOR THE SALE OF SCRAP METERS, BRASS, COPPER
AND MISCELLANEOUS SCRAP METAL TO PARIS IRON AND METAL THE
HIGHEST RESPONSIBLE BIDDER; MAKING OTHER FINDINGS AND
PROVISIONS RELATED TO THE SUBJECT; AND DECLARING AN
EFFECTIVE DATE.
WHEREAS, the City Council of the City of Paris did heretofore, advertise for bids on
January 1S, and January 22, 2012 for the sale of scrap meters, brass, copper and
miscellaneous scrap metal, in the City of Paris; and
WHEREAS, four bids were received by the bid deadline of 3:00 p.m. Tuesday,
January 31, 2012. The highest responsible bid received for scrap meters, brass, copper
and miscellaneous scrap metal as shown on the attached bid tabulation, was made by Paris
Iron and Metal and the contract should be awarded to Paris Iron and Metal in accordance
with the unit prices bid and the other terms and conditions set out in the bid documents
attached hereto as Exhibit "A"; and
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PARIS, TEXAS:
Section 1. That the findings set out in the preamble of this resolution are hereby
in all things approved.
Section 2. That the bid of Paris Iron and Metal for the sale of scrap meters, brass,
copper, and miscellaneous scrap metal in the City of Paris is hereby accepted as the highest
responsible bid which provides the best value to the City and the bid for sale of scrap
meters, brass, copper and miscellaneous scrap metal is hereby let conditioned upon said
bidder meeting all of the terms and specifications included in the bid documents attached
hereto as Exhibit "A".
Section 3. That this resolution shall be effective from and after the date of
passage.

Legal Notice
The City of Paris will receive sealed bids for the sale of scrap meters, brass, copper and
miscellaneous scrap metal. The City of Paris will sell metal based upon actual weight of metal
at the time of sale.
Bids will be received until 3:00 p.m., Tuesday, January 31, 2012, at which time all bids received
will be publicly opened, read aloud, tabulated, and forwarded to the City Manager. All bids will
then be referred to the City Council for consideration. All bids must be submitted on City of
Paris bid form(s). Material is available for inspection at Public Works, located at 50 W. Hickory
St. between the hours of 8:00 am - 5:00 pm, Monday - Friday.
Information and bid forms may be obtained at the Public Works Office, 50 W. Hickory St., Paris,
Texas, telephone (903) 784-9289.
The City of Paris reserves the right to reject any or all bids, to waive any informality in bidding,
and to award the bid as may be advantageous to the City.
Bid will be awarded with the understanding that the awardee will be responsible for physical
removal of bid items within 30 days of bid award.
